KARACHI: Governor Sindh Dr Isharul Ibad has played a decisive role in resolving the disputed matters between Government of Sindh (GoS) and Karachi Metropolitan Corporation (KMC). Both of the entities are busy in intruding in one others affairs. GoS has freezed the accounts of KMC, District Municipal Corporations (DMCs), District Council (DC) Karachi and Union Councils (UCs), transferred a KMC officer and declaring action that transferring officials were not according to the book. Accounts of these civic bodies were restored after directives of Dr Ibad while on his advice GOS had withdrawn the order of Chief Secretary Sindh for transferring of KMC Financial Adviser, Khalid Mehmood Sheikh and reposted him on his previous seat. Dr Ibad has also resolvied the dispute on jurisdiction of transferring KMC officials by Deputy Mayor Arshad Vohra as GoS had declared the transfer of 13 KMC officials unlawful. GoS ‘s plea on this matter was that until City Council becomes functional and it delegates powers of transfer and posting, Mayor Office has no legal right to do so. The Secretary Local Government Sindh has issued a letter depending on SLG Act 2013, that Deputy Mayor has no right to transfer KMC officials above grade 17 in the department. Municipal Commissioner Dr Badr Jameel said he would talk to Minister Local Government Jam Khan Shoro on the matter of powers to transfer and post KMC officials as he deemed that KMC is authorized in this matter. Freezed accounts of KMC, DMCs, DC and UCs in Sindh Bank and National Bank of Pakistan have been reopened. Vohra expressing his concerns over GoS move said it could create difficulties in payment of staff salaries, office expenditures and day to day money spends on maintenance work. Khalid Mehmood Shaikh said similar radical alterations and changes in the system had been made in other districts. “this change has everything else accept change “, he said. Municipalities had been run with old bank accounts but now when elected councils are already in place and administrators are no longer there to run their affairs, such things were needed to be done, which was already stigmatized with bad governance and searching for something good to improve its image, he added. He said it would affect disbursement of salaries to members of Hindu community on Diwali and payment of monthly salaries and pension to officers and employees in low grades. `
