ISLAMABAD: Some 5,188 proclaimed offenders including 221 criminals involved in heinous crimes are enjoying complete freedom in the federal capital by befooling the law. The police have utterly failed to catch them despite the lapse of many years. A cold blooded killer named Baz Muhammad who committed murder 26 years ago under the jurisdiction of Aabpara Police Station is wandering freely even the case was registered against him on January 2nd, 1990. Similarly several most wanted criminals involved in murder, attempt to murder, kidnapping for ransom and dacoity were not apprehended by 22 police stations of the capital city even after 16 years.

The Kohsar Police Station registered the case against another criminal Javed for dacoity on May 16, 1993. Likewise, one more criminal Zahir Shah was booked on June 7th, 1997 by Margalla Police Station but these all are still at large. Another wrongdoer Muhammad Imtiaz who was booked by Ramna Police Station on June 16, 1998 has not held by the police yet.

It has came to the notice of Daily Times that most wanted criminals by Margalla Police Station are 25 in number, Aabpara Police Station have 15, Ramna Police Station have 12, Tarnol Police Station have 11. Such criminals who were most wanted by the police for long period but neither the police made any efforts to arrest these criminals nor the high ups of police ever put the pressure on SHOs to hold these offenders. The files of these criminals are kept under the mounds of dust and hundreds of files in the record rooms of these police stations.

On the whole, capital city police want to arrest some 523 killers, 119 for attempt to murder, 232 for kidnapping, 49 for dacoity, 111 for snatching on gunpoint, 91 for theft, 297 for extortionists, 23 for theft of motorcycles and 1,599 for bouncing the cheques and 1,767 in miscellaneous crimes which are strolling in the capital without any fear.

The sources said that under the instructions of additional IG, all the SHOs of capital city police have exhausted their two years tenure at the same police station. During their stay as SHO, they showed the negligence and lethargic attitude due to which these criminals could not be held.
