Former IBSA commissioner accused of embezzling Rs 5m

Published on: September 20, 2016 2:07 AM

Islamabad: Former chairman of Federal Board of Intermediate and Secondary Education (FBISE) and former provincial commissioner of Islamabad Boys Scouts Association (IBSA), Dr Shaheen Khan, embezzled the funds worth Rs 5 million by misusing her powers. Credible sources told Daily Times that former chairman FBISE and Acting Advisor Higher Education Commission (HEC), Dr Shaheen Khan, was working as the provincial commissioner of IBSA from 2012 to 2015, adding that she had transferred the amount of Rs 5 million, from the funds of FBISE, into a fake bank account of IBSA, while misusing her official powers. Later, she withdrew this amount with the connivance of her colleague Iqbal Shah and entered a bogus bill worth Rs 5 million in the account of IBSA. Shaheen Khan was also alleged for embezzling Rs 3 million of annual grants sanctioned by ministry of interprovincial with help of her colleague, sources added. Sources said that Dr Shaheen Khan has carried out corruption of over Rs 15 million on the name of IBSA. Meanwhile, Dr. Shaheen Khan told Daily Times that I did not commit any illegal practice during my tenure as the provincial commissioner. Responding to a question, she said, “I do not know anything about the annual grant sanctioned by the Ministry of Interprovincial. Provincial Secretary Iqbal has been monitoring these matters, while the amount released by the FBISE was spent on welfare and progress of the scouts.” On the other hand, Provincial Secretary General of IBSA, Abdul Hayee Sheikh, was alleged of visiting India to attend the Scouts Jhamoori held in New Delhi, where he harassed a teenage girl Asia Chaudhry. The Indian Boys Scout Association lodged complaint to the IBSA against this incident. On this, Dr Shaheen Khan, the former provincial commissioner conducted an enquiry and Abdul Hayee Sheikh was terminated from his service after being proved guilty in the enquiry. Daily Times when contacted with Dr. Abdul Hayee Sheikh, the acting provincial secretary in this regard, he said that there is no reality in this incident and he was not working because of his cardiac problem. Later, he threatened Daily Times not to publish any news against him, “otherwise you will have to face dire consequences.”
