ISLAMABAD: The Pakistan Institute of Medical Sciences (PIMS) administration has promoted two corrupt officials to executive posts, violating all the prescribed norms of justice and this has been revealed in a classified document available with Daily Times.
The incumbent Accounts Officer, Khalid and Superintendent General Store, Boota, were found guilty of corrupt practices in an inquiry report but now the senior administration has now promoted both of them to higher grades by not taking care of the report, a source told this scribe on the condition of anonimity.
The source said that these two corrupt officials had now developed very close ties with the top hierarchy of the PIMS and are now being protected from the jaws of the laws.
The report available with this scribe shows that an inquiry was carried out in June 2001, against Khalid and Boota, then working in low grades on account of corruption charges.
The accused were alleged of huge corruption with the connivance of a contractor, Shahid Awan, during the purchase of stationary for the PIMS and had allegedly minted huge money in the under hand deal.
They misappropriated huge funds from the PIMS accounts by depositing fake account papers of the PIMS in different banks resulting in the PIMS causing huge financial loss to the PIMS.
They were also charged of malpractice in a case registered at a police station of Islamabad and were found guilty of various charges.
At that time the PIMS administration had formed a three-members inquiry committee headed by Professor Anwarul Haq including Dr, Anjum Javed and Mushahid Hussain to scrutinise the charges against Khalid , Boota and contractor Shahid Awan who is also the brother of the accused Khalid.
The three-member committee had directed the PIMS administration to bar them from holding any key responsibilities and advised that they should not be appointed at the PIMS again.
The ministry of health rejected the three-member committee and directed the PIMS administration to initiate a further inquiry against them to find out who had deprived PIMS of its funds with the connivance of a local contractor.
Then ministry of Health also directed the Executive Director of the PIMS to reinitiate an inquiry against Khalik and Boota under the special power ordinance 2000 and to intimate the ministry with the final findings.
A well placed source said that the charge sheet report against them was missing from their service record file maintained by the CA&DD ministry as both officials developed some close bonds with the ministry officials.
Daily Times repeatedly approached the accused to know their views over the report submitted against them but none of them was ready to respond.
The PIMS administrator told Daily Times that the supremacy of the law would be established and punitive action would be taken indiscriminately against all the people who are involved in corruption.
