The Supreme Court of Pakistan is strengthening its engagement with the Republic of Türkiye as part of its broader vision of a modern, technology-driven and globally integrated judiciary.
This partnership has evolved into a purposeful framework of cooperation, focused on institutional development, innovation, and capacity enhancement across all tiers of the justice system.
The signing of the Memorandum of Understanding (MoU) with the Constitutional Court of Türkiye (April 2026) marks a significant step in formalizing this collaboration, providing a structured platform for judicial exchange, technology integration, and joint capacity-building initiatives, said a news release.
This engagement is rooted in sustained judicial interaction at the highest level. Participation of a high-level judicial delegation in the 63rd Anniversary of the Constitutional Court of Türkiye (April 2025) laid the groundwork for deeper institutional cooperation.
This was followed by the reciprocal visit of a distinguished delegation led by the President of the Constitutional Court of Türkiye to Pakistan in April 2026, reinforcing mutual commitment to long-term collaboration.
Over time, this engagement has transitioned from dialogue to practical collaboration, encompassing technical exchanges, training programmes, and structured exposure visits.
A defining feature of this partnership is its dual focus on technological advancement and institutional strengthening, supported by the inclusion of both judicial and technical officers.
Central to this initiative is the deliberate inclusion of top-performing judges from the district judiciary, particularly those serving in challenging and underserved jurisdictions.
This approach ensures that international exposure directly contributes to strengthening the justice system at its foundational level, where public interaction with the judiciary is most immediate.
The collaboration has been further enriched through the participation of distinguished experts from Türkiye in a symposium on the use of Artificial Intelligence in Pakistan’s judicial system (May 2025), marking an important milestone in technology-driven judicial reform.
Subsequently, a series of exposure visits by judicial and technical delegations to Türkiye provided valuable insights into advanced judicial systems, digital integration, and administrative best practices. In this context, a policy-level delegation comprising officers from the Federal Judicial Academy, the Law and Justice Commission of Pakistan, and the Supreme Court of Pakistan visited Türkiye in July 2025 to gain in-depth understanding of technology integration and judicial education frameworks.
In another significant development, the participation of a lady Civil Judge, Ahmadpur East, and a Civil Judge from Fort Abbas in the 13th Summer School Programme held in Ankara and Cappadocia (October 2025) marked a notable first, recognizing members of the district judiciary serving at the most foundational level of the justice system.
Building on this trajectory, the next phase of cooperation reflects greater institutional depth and targeted engagement. The forthcoming delegation to Türkiye will comprise eight (8) top-performing judges from the district judiciary, nominated from each provincial High Court, further reinforcing merit-based inclusion and the objective of strengthening judicial capacity at the grassroots level.
These developments demonstrate that the MoU is not merely a formal arrangement, but a functional and evolving framework for collaboration. The Supreme Court of Pakistan remains committed to advancing this partnership, recognizing that sustained judicial cooperation is essential to addressing the demands of an increasingly complex and technology-driven legal landscape.
