The Karachi Constructors Association (KCA) has accused officials of the Engineering Department of the Karachi Metropolitan Corporation (KMC) of large-scale corruption, alleging misappropriation of billions of rupees in development funds through fraudulent practices.

In a statement issued on Wednesday, the KCA claimed that senior engineering officials misled Mayor Murtaza Wahab while engaging in financial irregularities, including manipulation of tenders, procurement of substandard materials, and awarding contracts to favoured contractors without competitive bidding. The association also alleged that professional diploma-holder engineers (B-Tech) were executing poor-quality projects for personal gain.

Contractors reportedly expressed concern over excessive commission demands and blackmail by KMC officials. The KCA stated that nearly 50 per cent of allocated budgets for development schemes were consumed by commissions and taxes, leaving insufficient funds for quality and timely project execution.
The association cited the Rahim Bakhsh Soomro Road project in Gulzar-i-Hijri, Scheme 33, District East, costing over Rs100 million, as an example of alleged direct contracting without formal tendering, which they claimed resulted in public losses. The KCA added that contracts for more than 50 development schemes worth several crores of rupees had been awarded non-transparently.
The association urged Sindh’s chief minister, the provincial local government minister, Karachi’s mayor, the chief secretary, and investigative agencies including NAB and FIA to conduct inquiries and take action against those implicated.
KMC, however, categorically rejected the allegations, describing them as “baseless and unfounded.” The civic body noted that the KCA letter did not include a registration number or details of the association’s official status. KMC stated that all procurement, tendering, and administrative processes were conducted strictly according to law, and suggested that the accusations appeared to be pressure tactics rather than fact-based claims.
