DG ISPR says Afghan forces firing helps terrorists infiltrate Pakistan

Published on: November 29, 2025 2:41 PM

ISLAMABAD – Inter-Services Public Relations (ISPR) Director General Lt Gen Ahmed Sharif Chaudhry has said that Afghan forces deliberately fire on Pakistani border posts to facilitate terrorist infiltration. He made these remarks during a detailed media briefing on November 25, a recorded video of which was released on Friday evening.

The DG ISPR said that while borders are mutually guarded, the Afghan side often initiates firing to engage Pakistani posts and create gaps for terrorists to cross. He added that only “five to ten percent” of the bordering regions in terrorism-prone areas have proper governance structures on the Afghan side.

Highlighting the complexity of border management, Lt Gen Chaudhry said 29 tribes live divided across the Pak-Afghan border, making movement control extremely challenging. He rejected the narrative that infiltration, smuggling and movement of non-custom-paid vehicles implied negligence by the Pakistan Army or Frontier Corps.

He stressed that fences alone cannot hermetically seal any border, noting that even the United States has failed to fully secure its border with Mexico. Establishing checkpoints every few kilometres and deploying constant drone surveillance, he said, would require massive financial and manpower resources.

The DG ISPR described a “terror-crime nexus” operating on both sides of the border, where TTP cells inside Pakistan support militants by enabling illegal trade routes. Smugglers’ vehicles are often cleared during coordinated attacks on security posts, he noted.

A common question raised by some pessimistic voices in Pakistan is:
“How do terrorists infiltrate from Afghanistan when FC and the Pakistan Army are deployed along the border?”

On recent Pak-Afghan dialogue, Lt Gen Chaudhry said Pakistan had provided “undeniable evidence” of TTP presence and activity inside Afghanistan. He urged the Afghan authorities to act as a responsible state and stop hosting armed militants.

He also dismissed Afghan Taliban allegations of Pakistani strikes inside Afghanistan as baseless. Turning to India, he said New Delhi was attempting to portray military defeats as victories, calling their stance “delusional.”

Sharing counter-terrorism data, he revealed that over 67,000 intelligence-based operations had been conducted since January, killing 206 terrorists since November 4 alone.
