
ISLAMABAD: The Governments of Pakistan and Germany successfully concluded the 2025 Pakistan-Germany Bilateral Negotiations on Development Cooperation in Islamabad. The talks were co-chaired by Muhammad Humair Karim, Secretary of the Ministry of Economic Affairs, and Christine Toetzke, Director-General of Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). Ambassadors Ina Lepel and Saqlain Syeda also participated, underscoring the strong bilateral ties between the two nations.
Germany announced a financial and technical commitment of €114 million for 2025–26, targeting climate and energy initiatives, sustainable economic development, vocational training, and social protection programs. Secretary Karim expressed gratitude for Germany’s support, highlighting the importance of aligning the aid with Pakistan’s Economic Transformation Plan, “URAAN Pakistan.”

Christine Toetzke praised Pakistan’s reform efforts and reaffirmed Germany’s dedication to supporting climate change mitigation, economic transformation, and social inclusion. Ambassador Ina Lepel emphasized the enduring partnership and Germany’s commitment to promoting sustainable growth and good governance in Pakistan.
The negotiations concluded with the signing of the Summary Record, formalizing the new commitments and affirming continued collaboration under the Pakistan-Germany Climate and Energy Partnership. Both sides pledged to enhance vocational training, youth employment, social protection, and disaster resilience programs. The next round of negotiations is scheduled to take place in Berlin in 2027.
