
Saudi Arabia has announced 10 strict new rules for Umrah pilgrims to make the pilgrimage process more organized and secure. These rules aim to reduce confusion around visas, accommodation, and transport by linking all arrangements to official platforms like Masar and the Nusuk app. However, the new system requires pilgrims to follow guidelines strictly to avoid penalties or denial of entry.
First, hotel bookings are now mandatory at the time of applying for an Umrah visa. Pilgrims must either reserve an approved hotel through the system or provide the Saudi ID of a host relative. Without this step, the visa will not be approved. Even if plans change, updates must be made through the same system using the registered host’s ID number.
Second, Umrah can no longer be performed on a tourist visa. Authorities have warned that tourists attempting Umrah may be stopped from entering holy sites like Riyaz ul Jannah. All pilgrims must apply through official channels and obtain a dedicated Umrah visa. E-visas are available, but only through the approved Nusuk platform or licensed travel operators.

Third, a fixed itinerary must be uploaded during the visa process. Once submitted, it cannot be altered. Overstaying leads to heavy fines starting from SAR 750. Airport officials also cross-check every pilgrim’s hotel and transport bookings via Masar or Nusuk. Missing reservations can lead to fines or denied travel, even after arrival in Saudi Arabia.
Moreover, only authorized taxis, buses, and trains are allowed for transportation. Pilgrims must book through Nusuk or use the Haramain Express train, which only runs until 9pm. If they arrive late, they must use approved backup transportation. Any use of unauthorized vehicles can result in on-the-spot penalties for both pilgrims and agents.
In summary, Saudi Arabia has taken a digital-first, rule-based approach to streamline the Umrah experience. The changes ensure better coordination, but they also come with strict enforcement. Pilgrims are advised to follow all regulations carefully to avoid disruption or fines during their sacred journey.
