The plan differs from earlier agreements in New York. It limits Palestinian prisoner releases, changes aid commitments, and gives Trump-led “Board of Peace” governance powers.
The proposed International Stabilisation Force (ISF) also raised worries. Troop deployment rules are unclear, and a security zone suggests a possible permanent Israeli presence.
Turkey, Jordan, and Egypt are pressing Hamas to consider the plan. Hamas seeks amendments on disarmament, Israeli withdrawal, and guarantees against targeted killings.
