ISLAMABAD: The Parliamentary Committee on Electoral Reforms on Tuesday agreed to make some major changes to the law governing appointment of the chief election commissioner and members of the Election Commission of Pakistan (ECP), paving the way for a technocrat and retired government servant to become head of election body. Talking to reporters after the meeting, Law Minister Zahid Hamid said that under the new proposed arrangement anybody who was eligible to become a judge of the Supreme Court, a retired government servant or a technocrat could become the chief election commissioner. Similarly, he said, a person who could qualify to be a judge of the high court, a retired government servant or a technocrat was eligible to become a member of the election commission. Hamid told reporters that two of the four members of the election commission would retire after two and a half years and the remaining two members would complete their five-year term. In the proposed constitutional bill, the law minister said, the criteria for appointment of a caretaker chief election commissioner was also being changed.
