Sindh’s Anti-Corruption Establishment misuses millions

KARACHI: It seems there is no change in the running of affairs of any Sindh’s Govt departments despite commitments shown by the chief minister. The Enquiries and Anti Corruption Establishment of the Sindh government has utilized huge funds on publication of a lavish booklet which is of no use, Daily Times has learnt.

A 44-page booklet namely “Performance Report 2016”, has been released by the Sindh’s enquiries and anti corruption establishment however the book does not contain even a single achievement of the departments , performance .

Interestingly, the expensive booklet, written by Director (Legal) Anti Corruption Establishment Raheem Baksh Maitlo and printed at Kachho Publications contains 21 full page pictures of different people including Chief Minister Murad Ali Shah, Chairman Anti Corruption Ghulam Qadir Thebo, and other officials participating in different seminars.

It does not contain any information that depicts the performance of the department, whose jurisdiction is to contain financial corruption in provincial departments.

The contents of the Performance Report 2016 include global corruption paradigm, corruption at national level and its causes, function of enquiries and anti corruption establishment, legal framework, administration structure of E&ACE, mandate and function of anti corruption committees, capacity building workshop, certificate distribution ceremony, financial incentives, awareness campaigns, postings on merit & seniority, monthly review meetings, renovation of offices, electronic public complaint system, other future plans, photo gallery etc.

According to sources, the anti corruption department published the booklet just to show its performance to the media however the department’s performance could be gauged from the fact that when the anti corruption team raided Board of Intermediate Education Karachi (BIEK) the team was made hostage by board’s staff.

“The same episode was repeated when the anti corruption team raided the excise and taxation department and they were made hostage by the excise and taxation staff at the Civic Center , stated by them.”

According to sources, deputy director Abdul Waheed Shaikh, excise and taxation department, reported to the Director General Excise and Taxation after the raid that the team visited the excise and taxation office and took away some files for investigation.

In fact ,they were given official protocol when they entered into the premises of excise and taxation office, sources said.

Daily Times tried to seek official version of Chairman, Enquiries and Anti Corruption, Ghulam Qadir Thebo however his cell phone remained unattended till filing of this report.
