E-transfer policy will ensure transparency in education sector: CM

Published on: May 16, 2019 1:16 AM

The introduction of an online system for the transfer of government sector teachers will ensure transparency and streamline the process, Punjab Chief Minister Sardar Usman Buzdar said on Wednesday.

He was addressing a meeting held to review the Punjab Schools Education Department’s new online system for the transfer of teachers.

“The new policy will save time of the teachers besides ensuring transparency as every posting/transfer will be made purely on merit. Teachers will also register their complaints in case of any problem and the service delivery will be improved due to the new system. Teachers will not have to move around the offices of politicians for their recommendations due to the enforcement of e-transfer policy,” the CM said. “This policy will introduce transparency and a culture of merit in the education system,” he said.

Usman Buzdar directed the officials to devise a comprehensive policy for the posting of teachers in the schools of remote areas besides devising a feasible strategy for ensuring attendance of teachers in schools of Cholistan, Murree, Thal, tribal and other far-flung areas. “Similarly, cleanliness arrangements around schools should be ensured,” he said.

The chief minister was given a briefing about the e-transfer policy. The meeting was informed that certified data of teachers have been collected. Provincial Minister for Schools Education Murad Raas, the principal secretary to the CM, the Schools secretary and other officials attended the meeting.

Separately, Chief Minister Sardar Usman Buzdar on Wednesday urged officials to address the grievances of people. He was presiding over a meeting regarding revenue affairs at his office. He directed the officials to ensure the solution of peoples’ problems regarding revenue matters. “Public interest should be kept in mind in every phase of legislation. Attention should be given for making the transfer of land transparent. The scope of land record centers should be extended to all the areas of the province,” he said.

He said that peoples’ problems would be reduced by increasing the number of land record centers. He said that matters regarding land transfer in urban areas were being reviewed. Provincial Minister for Law Muhammad Basharat Raja, Provincial Minister for Revenue Malik Muhammad Anwar, the chief secretary, the principal secretary to CM, the advocate general of Punjab, officers of the Punjab Land Record Authority and other officers attended the meeting.

Separately, All Pakistan Newspapers Society (APNS) Secretary General Sarmad Ali called on Chief Minister Sardar Usman Buzdar at his office on Wednesday. Matters regarding print media came under discussion during the meeting. Buzdar said that print media had the ability to have a lasting impact on public opinion. “The Punjab government will extend all-out cooperation for the rehabilitation of the print media industry. The Pakistan Tehreek-e-Insaf government believes in freedom of expression with responsibility,” he said.

Chief Minister Usman Buzdar also presided over a meeting on Wednesday to discuss the payment of advertisement dues to media houses. Information Minister Sumsam Bukhari, spokesman to the CM, the information secretary, the DGPR, representatives of Finance Department and others attended the meeting.

Buzdar directed the officials to expedite the payment of pending dues of advertisements to media houses and newspapers. He directed the officials to constitute a high-level committee for the payment of pending dues. The committee comprising provincial ministers of law, information, finance departments and other officials will submit its recommendations within three days. The chief minister also sought details of pending cases and added that immediate steps would be taken by adopting a comprehensive strategy for the payment of dues. The media bodies should also be taken into confidence with regard to payment of dues, he added.
