Sindh government was greatly benefited from the creation of Information, Science and Technology Department in 2013 and the province has achieved substantial and meaningful progress in field of IT and science sectors. The formulation of a five year IT strategy is one of the most important accomplishments of the department. Action plan, IT policies and five year vision/road map from 2018-2023 includes assessment and recommendation of 52 governmental departments of Sindh with respect to e-governance. Thus today , Sindh is in a strong position to initiate e-governance in an impressive way perhaps even surpassing other provinces. Second most prominent achievement is development of E-policing system in Sindh with hands on features of call centre, e-driving license including other automation modules which helps Sindh police to perform its function with real-time tracking control. FM Radio Station at 88.60 MHz establishment in Sindh Police is one of the pioneer achievements of Department. All components as per PC-I of e-policing project were handed over to Sindh Police in year 2012 and now Sindh Police is responsible for its operation and maintenance. Other projects like establishment of video conferencing system in Sindh (phase-I;II) developed for connecting all secretaries of province in addition to existing system connecting all commissioners, deputy commissioners and instant visual contact from ground level to highest authorities will be opening ways towards state-of-the-art general administration and crises management and save government funds in travelling and logistics resultantly project which will alleviate e-governance on administrative side optimally. Moreover, establishment of internet setup for Sindh government (phase-II) to provide 24/7 internet connectivity with integration between multiple domains of government departments without any geographic distance will definitely improve performance of departments. Apart from this, IT training for capacity building of Sindh government employees” is another milestone and optimal solution to train around 7,300 employees of government departments for capacity building and promotion of leading IT and science projects. IST Department is also currently executing another capacity building of secretariat employees through renowned Institute of Business Administration Karachi. Sindh government most graciously informs that the establishment of Arfa Karim IT City on 200 acres in provincial capital after completion of phase-I wherein boundary wall along with fencing established and master plan was also chalked out. Under directions of government of Sindh, Arfa Karim IT City is now working on Public Private Partnership modality wherein consulting firm Ey Ford Rhodes has been hired to prepare feasibility study transaction advisory services but project is slow due to finalisation of new GPS coordinates prepared by Sindh Board of Investment and to be confirmed by Commissioner Karachi which will be confirmed shortly. The project will give prominence to province of Sindh in global IT arena. It will attract foreign direct investments and international IT forums and to create employment. Department is also pioneer in successfully completion hospital management and information system in Civil Hospital, Karachi in year 2012 and now upgraded its hardware and established its wi-fi connectivity with integrated HMIS application besides computers but also in mobile and note books is one of great achievement of department in public sector more than 2,200 beds hospitals. This project is allowing user to register and record not only patient information about its admission, treatment and removal but also about other functions such as purchases, procurement, inventory, doctors/staff duties and all other relevant information in entire organisation. Department is also providing technological opportunities to education sector and in this context state-of-the art computer labs and digital language labs have been established in Cadet College Larkana and to be established at Cadet College, Petaro, district Jamshoro and Cadet College, Steel Town Karachi which will definitely enhance technological venues of students in terms of exploration of latest digital education of the world. Establishment of Incubation Centres at IBA and Mehran University of Engineering at Jamshoro is one of the tremendous steps taken by IST Department wherein platform has been provided with all required facilities along with financial assistance to young qualified students to invest their ideas in order to build a company and make model for others young entrepreneurs. This department provides safe and secure environment to minority community of province through installation of CCTV cameras to premises of holy places of minority community. In this regard feasibility study has been completed and 256 sites of such sites of minority community has been identified by Minority Affairs Department out of 600 sites as per PC-I. This project is in final stage for decision of tendering process. Automation of Domicile and PRC is one of the important projects of this department which is executing through Public Private Partnership (PPP) modality. Initially a consultant firm Ey Ford Rhodes has been hired to prepare a feasibility study and transaction advisory services wherein consultant completed survey of 29 districts in terms of collecting existing information of number of domicile and PRC are being issued in each district and also worked out condition of building and their respective equipments. Consultant is also working its financial sector, so that proper technical, financial segments will be finalised in order to attract investors to establish this project on PPP modality. Under this project a digitised domicile and PRC will be issued in order to avoid duplication. Department is also maintaining Sindh Portal which is one of the important projects of province. Under this project IST department establishing centralised Web-Portal of province wherein departments has right to upload daily basis official business of their respective departments. However, in case of major change, IST department will always provide technical support and assistance.
