Ministry reconstitutes NCC Technical Committee

Published on: June 22, 2026 9:50 AM

The Ministry of Federal Education and Professional Training has announced partial changes to the composition of the National Curriculum Council’s (NCC) Technical Committee, appointing four new members, including renowned educationist and researcher Dr. Muhammad Shahid Soroya.

According to the notification issued by the Ministry of Federal Education, the newly appointed members will contribute their academic expertise to the national curriculum development process under the committee’s approved Terms of Reference (TORs). They will provide strategic consultation to address contemporary educational challenges and improve the overall standard of education.

These partial amendments to the key educational wing were made in light of the decisions finalized during the 4th meeting of the Technical Committee held on June 4, 2026. Among the new appointees, the most prominent figure is Dr. Muhammad Shahid Soroya, who currently serves as the Campus Director of COMSATS University Islamabad, Sahiwal Campus. He has previously rendered valuable national services as the Director General of the Pakistan Institute of Education (PIE). Dr. Soroya possesses extensive and long-standing experience in the education sector, with specialized expertise in identifying systemic gaps, developing practical solutions for modern challenges, and aligning educational practices with international trends, which is expected to significantly modernize the council’s curriculum development frameworks.

The notification further states that alongside Dr. Soroya, three other members have been formally inducted into the committee following these partial revisions. The new members include Javed Iqbal Mirza, Director General of the Federal Directorate of Education (FDE), Islamabad; Dr. Muhammad Zaigham Qadeer, Director of Policy and Research and In-charge at the Pakistan Institute of Education; and distinguished educationist Asfandyar Khan. All newly appointed members will actively participate in the committee’s deliberations and decision-making processes in accordance with the prescribed TORs. All other terms and conditions specified in the original notification issued on January 1, 2026, will remain unchanged. This notification has been issued with the final approval of the Secretary of the Ministry of Federal Education and Professional Training.
