A major governance reform plan has been proposed for Islamabad, aiming to introduce an elected local government system along with enhanced financial and administrative autonomy for the federal capital. The 138-page report has been submitted to the prime minister for consideration and outlines a structured transformation of how Islamabad will be governed. Under the proposed model, Islamabad would get a 27-member elected assembly responsible for local governance and policy decisions within the capital territory. This assembly would select its own head, who may serve as chief minister or mayor depending on the final legal framework. In addition, authorities aim to introduce the Islamabad Capital Territory Government Act to provide legal backing for the new system. However, experts will determine whether constitutional changes or simple legislation will be required.
The reform plan also emphasizes financial and administrative autonomy for the proposed local government structure in Islamabad. It suggests transferring most governing powers to the local level while retaining control over law and order and master planning at the federal level. Furthermore, a transition committee would manage tax distribution, resource allocation, and administrative handover to ensure smooth implementation. Officials believe this structure could strengthen efficiency and improve accountability in governance.

To support the new model, the report recommends establishing six specialized institutions covering key sectors such as health, education, tourism, and e-governance. Additionally, a single digital platform is proposed for land records, taxation, licensing, and public complaints. This shift aims to reduce delays and increase transparency in government operations.
The reform agenda is planned as a five-year phased rollout designed to modernize Islamabad’s administrative framework step by step. Authorities expect the changes to boost investment, tourism, and urban development while aligning with national digital transformation policies. Moreover, the plan seeks to make the capital more efficient, transparent, and technology driven for residents and businesses.
