State-of-the-art DGPR Headquarters to be built, announces AzmaPunjab Minister for Information and Culture Azma Bokhari announced in the Punjab Assembly that a modern, fully digital, state-of-the-art building will be constructed to replace the existing Directorate General Public Relations (DGPR) headquarters.
She stated that the objective of the project is to consolidate all rented offices of the Information Department under one roof to improve administrative efficiency and ensure optimal utilization of resources. The scheme is being included in the upcoming Annual Development Programme (ADP).
The Minister clarified that the funds allocated for souvenirs and gifts presented to visiting journalists and delegations from other provinces and countries are minimal and symbolic in nature. These expenditures are made under duly approved heads by the Finance Department and are incurred with complete transparency. Grants to press clubs, she added, fall under a separate budgetary head.
Azma Bokhari said that media coverage of the Chief Minister Punjab’s visits to various districts, flood-affected areas, inauguration ceremonies, and other official engagements is the responsibility of the Information Department. For this purpose, the department has arranged its own DSNG and OB van to ensure timely and professional coverage. Travel allowances and related expenses are paid strictly in accordance with the rules.
While responding to the questions Azma Bokhari informed the House that a dedicated wing is actively working under the department for the promotion of the Punjabi language and is implementing various initiatives in this regard.
The Minister further clarified that land for journalists’ colonies is provided free of cost, while only development charges are collected from journalists, which are spent entirely on infrastructure. No government offices are constructed on such land. Moreover, revenue generated from the commercialization of plots this year will be utilized for constructing the foundation’s own building.
Highlighting reforms, Azma Bokhari said that while political appointments were common in the past, the current government has made merit its foremost priority. A comprehensive overhaul of both the Information and Culture Departments is underway. Redundant and inactive posts will be abolished, while the creation of new positions in line with modern requirements, particularly digital media, is under consideration. New recruitments will be made with the approval of the Chief Minister and the Cabinet.
Regarding certain appointments in the Punjab Arts Council, she stated that the matter is sub judice and it would be inappropriate to comment prematurely. However, she assured that after the court’s decision, indiscriminate action will be taken against those found responsible.
She further informed that in fiscal year 2025-26, substantial funds have been released for the renovation and upgradation of the Okara Arts Council, including IT systems, sound systems, furniture, and installation of a hybrid solar system. All projects are expected to be completed within the current year.
In a major relief initiative, the Minister announced that the Chief Minister Punjab has increased the Artist Support Fund from Rs 80 million to Rs 300 million, while monthly financial assistance has also been doubled to better support deserving artists.
She emphasized that the government’s vision is not merely to provide financial aid but to create dignified employment opportunities for artists through initiatives such as the Film Fund and revival of theatre.
Concluding her remarks, Azma Bokhari stated that the Punjab government is committed to transparency, merit, and reforms in line with modern requirements, and aims to transform the Information and Culture Department into a dynamic, efficient, and public-friendly institution.
