
KARACHI: Sindh Chief Minister Syed Murad Ali Shah on Thursday reviewed the provincial development portfolio for fiscal year 2025-26, unveiling a record Rs1.018 trillion plan. The meeting at the Chief Minister House focused on major allocations for Karachi’s water, sanitation, roads, mass transit, and post-flood rehabilitation projects.

A substantial share of Rs85.5 billion has been earmarked for Karachi initiatives under the Local Government Department, including key water and sanitation schemes such as K-IV, KWSSIP-II, the Hub Canal, new storm-water drains, and 228 related projects. The CM directed officials to monitor progress and ensure timely fund releases.
The provincial development strategy emphasises climate-resilient infrastructure, rehabilitation efforts, agricultural productivity, irrigation improvements, water conservation, mass transit systems, and enhanced social protection programmes aligned with the Sustainable Development Goals (SDGs).

Road projects include 620 ongoing schemes under the Works and Services Department, with key Karachi projects such as the Korangi Causeway Bridge, Lyari Transformation Package, and CLICK upgrades. Rehabilitation of 970 kilometres of roads under the Sindh Flood Emergency Rehabilitation Project is also underway. Mass transit initiatives include BRT Red and Yellow Lines, expansion of bus fleets, and the introduction of electric bikes for women.
Social sector initiatives cover Rs86 billion for school rehabilitation, expansion of hospitals and trauma centres, establishment of new medical colleges and the Women University Sukkur, and early learning initiatives. Post-flood reconstruction under the SPHF programme has already completed over one million plinths and nearly 650,000 houses, generating an estimated one million jobs.

The CM also reviewed $1.55 billion worth of foreign-funded projects from the World Bank, ADB, AIIB, JICA, and others, including rural roads, irrigation, education, health, and flood-recovery infrastructure. The Delta Blue Carbon Project in the Indus Delta is expected to generate $15-20 million annually through carbon credits.

Shah reaffirmed the government’s commitment to delivering “resilience, prosperity, and equitable opportunities for all citizens of Sindh” through the 2025-26 development agenda.
