The Punjab Board of Revenue’s Full Board meeting for the fiscal year 2025-26 was held under the chairmanship of Senior Member Board of Revenue (SMBR) Nabeel Javed, focusing on modernization, transparency, and institutional reforms in revenue administration. More than a dozen agenda items were discussed during the session.
The Board reviewed proposed amendments to the Land Revenue Act 1967, Land Revenue Rules 1968, and the Punjab Land Records Authority (PLRA) Act, aimed at aligning existing laws with modern governance requirements. The Board also considered a new legislative framework for the Real Estate Regulatory Authority (RERA), proposed by the PLRA, and approved it in principle.
A summary was presented for the auction of state land in Toba Tek Singh, while emphasis was laid on protecting and transparently auctioning state land located in Muzaffargarh, Lodhran, Gujranwala, and Dera Ghazi Khan.
The Board decided to ensure the implementation and recovery of stamp duty tax during the transfer of state land to enhance provincial revenue and reduce leakages.
The Board also discussed the extension of the ownership rights deadline for the Ministry of Jammu & Kashmir and Refugees, while a detailed review was undertaken of the merger conditions of the Punjab Cooperative for Liquidation Board (PCBL) into the Board of Revenue.
A new monogram for the Board of Revenue was also proposed and formally presented before the Full Board.
The performance of the Collector Land Commissioners (CLC) was highly appreciated, particularly the decisions rendered by Member Judicial 7 and Member Judicial 3, which were lauded as models of transparency and merit-based adjudication.
Speaking on the occasion, SMBR Nabeel Javed emphasized that the province’s revenue affairs are being modernized in line with contemporary administrative and technological standards.
He stated that the Land Record Manual and Administration Manual are being revised to improve transparency, efficiency, and public service delivery.
He further directed officials to submit recommendations regarding the extension of the lease period for agricultural graduates in the next Board meeting.
The Senior Member instructed all Board members to ensure swift and transparent auction processes for state lands within their respective divisions. He stressed that all pending revenue cases must be decided purely on merit to ensure timely justice for citizens.
