ISLAMABAD: The officers of the Capital Development Authority (CDA) and the Pasha group have decided to resort to the high court against the metropolitan system in Islamabad. Well placed sources told Daily Times that the departments of the Capital Development Authority and their staff regarding whom the state minister for CADD Dr Tariq Fazal Chaudhry held a press conference was illegal because the bill for the distribution of the departments and the shifting of their staff had not been worked out so far not to speak of its passage by the National Assembly (NA) and the senate. The notification which had been shown to the media was wrong and unconstitutional. On the other side the sources said no law had been passed even about the appointment of the three deputy mayors so their appointment was illegal. Experts are of the view that if the notification is wrong then all the decisions taken in the metropolitan system will be declared illegal. The sources also said that a committee of the senate was still continuing its work with reference to the deputy mayor’s appointment. On the other side a Union Council (UC) chairman told Daily Times that the federal minister wanted to embroil the issue of the metropolitan system deliberately because the tough stance adopted by the mayor Islamabad against the criminals and Qabza mafia was categorical and unalterable. He further said that several UCs chairmen were against Mayor Sheikh Ansar because they know it well that now the days of the Qabza mafia and their highhandedness were numbered. Sheikh Ansar had said in a private meeting that he knew that criminals had penetrated into the democratic system. “If they did not change them now then we will be forced to change them”, he added. The chairmen of some UCs have not only taken ill of the views expressed by the Mayor Islamabad but they have publicly said that if the system runs and Chaudhry Nisar Ali stays as interior minister then the sitting mayor will not compromise on his powers at any cost. Leading lawyer Hashmat Habib told Daily Times about moving the court by the CDA officers and other staff members adding that all the details were not laid down in the notification and it was not possible to do so. When the mayor assumes his office then he will be entitled to settle the matters related to the rules and regulations and the employees he will retain. Responding to a question Hashmat Habib said that every citizen had the right to approach the court. However the notification was correct in his eyes. So more details cannot be incorporated therein. No matter of any bill is involved in it. Renowned lawyer Naeem Bokhari advocate has filed the CDA staff case in the high court on behalf of one of the unions of the Capital Development Authority employees. Daily Times tried to talk with Naeem Bokhari but he could not be contacted.
