Sindh to fill vacant posts of teachers within three months

A meeting of the Special Committee on teacher recruitment, waiting lists and related policy matters was held at the Provincial Assembly of Sindh under the chairmanship of Speaker Syed Awais Qadir Shah. The meeting was attended by Provincial Minister for Education Syed Sardar Ali Shah, Leader of the Opposition Ali Khurshidi, Members of the Provincial Assembly Jameel Ahmed Soomro, Tanzila Umme Habiba, Muhammad Shabbir Qureshi and Muhammad Rashid Khan, along with Secretary Assembly G.M. Umar Farooq, Secretary Education Nisar Ali, and other relevant officers of Sindh Government.

At the start of the meeting, Provincial Education Minister Syed Sardar Ali Shah briefed the committee in detail on the waiting lists for Primary School Teachers (PSTs) and Junior Elementary School Teachers (JESTs), recruitment based on the test results for Junior Science Teachers and Early Childhood Teachers (ECTs), and the relevant judgments of the Sindh High Court. During the meeting, Speaker Syed Awais Qadir Shah said that respecting and fully implementing court judgments is the responsibility of all concerned institutions. He directed the Secretary of the Law Department to clarify whether the Sindh High Court’s judgment would apply only to the petitioners or to all candidates on the waiting lists, and asked the department to submit a comprehensive legal opinion on the matter. The Speaker said that the committee was committed to ensuring that all deserving candidates were provided appropriate relief strictly on the basis of merit and in accordance with the law.

The committee also considered various proposals concerning the waiting lists. MPA Jameel Ahmed Soomro proposed that, subject to legal requirements and the availability of vacant posts, the committee should examine the possibility of concluding the waiting-list process while creating employment opportunities for eligible candidates.

The recruitment of Early Childhood Teachers was also discussed. Speaker Syed Awais Qadir Shah proposed a comprehensive review of all legal and administrative aspects of the eligibility criteria so that the maximum number of qualified candidates, particularly women, could be accommodated on merit and within the applicable legal framework. The Special Committee unanimously decided to seek a detailed legal opinion from the Law Department regarding the implementation of the Sindh High Court’s judgment regarding the PST and JEST waiting-list candidates.

The committee further decided that, in view of the need to strengthen science education in schools, all candidates who had passed the IBA test for Junior Science Teacher posts by securing the prescribed minimum of 55 marks would be recruited. Similarly, successful candidates for Early Childhood Teacher (ECT) posts who had achieved the prescribed passing marks would be issued appointment orders without delay. The recruitment process against the remaining vacant posts would be completed within the next three months. At the conclusion of the meeting, Speaker Syed Awais Qadir Shah announced that the next meeting of the Special Committee would be held on 5 August 2026.
