A severe shortage of officers and field staff in the Planning Wing of the Metropolitan Corporation Lahore (MCL) has emerged as a major administrative challenge, affecting enforcement operations against illegal constructions, approval of building plans and implementation of land-use regulations across the provincial capital.
According to official documents, the Administrator of Metropolitan Corporation Lahore, through a letter dated July 9, 2025, informed the Punjab Local Government and Community Development Department that a significant number of sanctioned posts in the Planning Wing remained vacant, adversely impacting the department’s operational capacity.
The document reveals that out of nine sanctioned officer positions in the Planning Wing, eight are lying vacant. Similarly, 30 out of 39 sanctioned posts of Building Inspectors remain unfilled. Several zones, including Samanabad, Wagah, Aziz Bhatti, Data Ganj Bakhsh, Ravi and Allama Iqbal, are reportedly facing shortages of planning officers and field enforcement staff.
Officials familiar with the matter stated that the shortage has placed considerable pressure on the existing workforce and administrative officers responsible for monitoring building regulations and controlling unauthorized developments.
Sources within the local government setup claim that the lack of replacement staff has also complicated disciplinary proceedings against certain field officials and building inspectors facing complaints. According to these sources, administrative officers fear that suspensions, transfers or departmental action against existing staff could further weaken enforcement operations in zones already struggling with manpower shortages.
The situation, they say, has resulted in operational difficulties in monitoring illegal constructions, ensuring compliance with approved building plans and enforcing land-use regulations.
