PSDP 2026-27 earmarks Rs 1,000 million for Islamabad Model Prison project

The federal government has allocated Rs1,000 million for the ongoing construction of the Model Prison in H-16, Islamabad, under the Public Sector Development Programme (PSDP) 2026-27 to strengthen correctional infrastructure and improve prison management facilities in the federal capital.

According to Budget 2026-27 documents release on Friday , the project is being implemented under the Islamabad Capital Territory (ICT) administration and was approved by the Executive Committee of the National Economic Council (ECNEC) on July 20, 2016.

The total cost of the project stands at Rs7,399 million, of which Rs4,738.951 million had been spent up to June 30, 2026. The remaining throw-forward liability has been estimated at Rs 2,660.049 million as of July 1, 2026.

The government has earmarked Rs1,000 million for the project during fiscal year 2026-27 to accelerate construction work and facilitate its timely completion.

The Model Prison is expected to provide modern correctional and rehabilitation facilities, improve inmate management, reduce overcrowding and strengthen security arrangements in line with contemporary prison standards.

According to the Budget 2026-27 document released on Friday, the federal government has earmarked Rs1 trillion under the PSDP as part of the overall national development outlay of Rs3.675 trillion, with priority given to completion of ongoing projects and other high-impact development initiatives.

The Model Prison project is among the key ongoing schemes in Islamabad aimed at improving public service delivery, institutional capacity and correctional facilities in the federal capital.

Meanwhile, the federal government has earmarked Rs 400 million under the Public Sector Development Programme (PSDP) 2026-27 for a new project relating to land acquisition and feasibility studies for the establishment of a Special Protection Unit (SPU) within Islamabad Capital Territory (ICT) Police.

According to Budgetry documents, the proposed project envisages acquisition of land and hiring of consultancy firms for conducting feasibility studies for the establishment of the Special Protection Unit in Islamabad.

The estimated cost of the project has been placed at Rs 9,412.984 million. As the scheme has yet to secure formal approval, no expenditure has been incurred so far, while the entire project cost remains a throw-forward liability.

The government has allocated Rs 400 million during fiscal year 2026-27 to initiate preparatory work, including land acquisition and consultancy services required for planning and designing the proposed facility.

The proposed SPU is expected to strengthen the operational capacity of ICT Police by providing a dedicated security framework for the protection of key installations, sensitive locations, foreign nationals and strategic assets in the federal capital.

The project forms part of the government’s broader efforts to enhance policing infrastructure and improve security arrangements in Islamabad through modern and specialized law enforcement capabilities.

Moreover, the federal government has earmarked Rs2,000 million under the Public Sector Development Programme (PSDP) 2026-27 for the ongoing National Police Hospital project in Islamabad aimed at strengthening healthcare facilities for police personnel and their families.

The project was approved by the Central Development Working Party (CDWP) on March 2, 2023 and is being implemented in Islamabad as a major healthcare initiative for the law enforcement community.

The total cost of the project stands at Rs6,479.879 million, of which Rs2,217.977 million had been spent up to June 30, 2026. The remaining throw-forward liability has been estimated at Rs4,261.902 million as of July 1, 2026.

The government has allocated Rs2,000 million for the project during fiscal year 2026-27 to accelerate construction work and facilitate its timely completion.

The National Police Hospital is expected to provide modern medical, diagnostic and emergency healthcare facilities for serving and retired police personnel as well as their families, reducing reliance on external healthcare institutions.

The project is among the major ongoing initiatives aimed at improving welfare and healthcare services for law enforcement personnel in the federal capital.
