Chinese Ambassador to Pakistan Jiang Zaidong on Tuesday proposed a three-point plan for deepening China-Pakistan relations, calling for stronger strategic cooperation, accelerated development of the China-Pakistan Economic Corridor (CPEC) and closer coordination on global governance as the two countries celebrate the 75th anniversary of diplomatic ties.
Addressing a seminar on the Global Governance Initiative (GGI) and the development of CPEC, jointly organized by Xinhua News Agency and the Institute of Strategic Studies Islamabad (ISSI), the ambassador proposed building on the achievements of the past 75 years of bilateral relations, upgrading CPEC to its 2.0 phase, and strengthening cooperation on global governance and regional peace.
The ambassador said the first priority was to build on past achievements and write a new chapter in the ironclad friendship between the two countries. He noted that Chinese President Xi Jinping and President Asif Ali Zardari exchanged congratulatory messages on May 21 to mark the anniversary of diplomatic relations, while President Xi met Prime Minister Shehbaz Sharif on May 25.
According to Jiang, the leaders reaffirmed their commitment to high-level political mutual trust, practical cooperation, security cooperation and international coordination, providing a roadmap for advancing the all-weather strategic cooperative partnership.
On the second proposal, Jiang called for forging ahead with the development of CPEC and upgrading the flagship Belt and Road Initiative project into its 2.0 version.
He said President Xi had recently urged both countries to advance the action plan for building a China-Pakistan community with a shared future, coordinate major infrastructure projects and “small but beautiful” livelihood initiatives, and deepen cooperation in agriculture, industry, artificial intelligence and talent development.
Highlighting the achievements of CPEC, the ambassador said the corridor has brought more than $25.9 billion in direct investment to Pakistan, created over 260,000 jobs, added more than 8,000 megawatts of electricity generation capacity, built 510 kilometres of expressways and developed 886 kilometres of core national power transmission infrastructure.
He said the next phase of cooperation would focus on agriculture, industry and mining, while continuing work on major projects such as the realignment of the Karakoram Highway Phase II.
Jiang also highlighted the “Hundred-Thousand-Ten Thousand Initiative” in Balochistan, which aims to build 100 water facilities, renovate 1,000 classrooms and distribute 100,000 student aid kits to expand the benefits of China-Pakistan cooperation at the grassroots level.
The third proposal focused on global governance and international cooperation.
The ambassador said the Global Governance Initiative proposed by President Xi Jinping advocates sovereign equality, adherence to international law, multilateralism, a people-centred approach and practical action, offering what he described as a Chinese solution for a fairer and more equitable global governance system.
He noted that Prime Minister Shehbaz Sharif had expressed support for the initiative, describing it as an important step toward stronger multilateralism and a system that better addresses the needs of developing countries.
Referring to regional developments, Jiang said China and Pakistan had jointly issued a five-point initiative for restoring peace and stability in the Gulf and Middle East region and would continue maintaining close communication on major international and regional issues.
He said both countries would work together to uphold the authority and central role of the United Nations, oppose unilateralism and Cold War mentality, improve global governance and promote an equal and orderly multipolar world alongside inclusive economic globalization.
The ambassador said 2026 marks not only the 75th anniversary of diplomatic relations between China and Pakistan but also the first year of China’s 15th Five-Year Plan and an important year for advancing Pakistan’s Uraan Pakistan programme. He expressed confidence that China and Pakistan would continue deepening practical cooperation, strengthening multilateral coordination and accelerating the building of a closer China-Pakistan community with a shared future in the new era.
