For a fifth consecutive day, roads to several parts of Gilgit-Baltistan remained severed while the Pakistan Meteorological Department issued a fresh glacial lake outburst flood warning for the first week of August.
To add to the context, Gilgit-Baltistan has already recorded 89 flash floods, cloudbursts, and GLOFs during the ongoing monsoon. At least 130 houses have been destroyed, 20 bridges affected, and 18.2 kilometres of roads lost or impaired. The north is Pakistan’s water tower, and that tower is becoming unstable, thanks to rising temperatures accelerating snow and ice melt; intermittent rain adding water to already expanding lakes; thawing permafrost loosening slopes and narrow valleys funnelling water, rock, mud and timber towards settlements and infrastructure built for a different climate.
The scale of exposure is already considerable. More than 7.1 million people in Gilgit-Baltistan and upper Khyber Pakhtunkhwa are officially considered vulnerable. Yet Pakistan still frequently cites a glacial-lake inventory compiled in 2013, which counted 3,044 lakes and identified 33 as potentially dangerous. That inventory itself showed an increase from 2,420 lakes in 2001. A landscape that produced more than 600 additional lakes in 12 years cannot safely be governed through a baseline now 13 years old.
The deeper warning lies beyond the next outburst. Glacier loss creates a two-stage crisis. Accelerated melting produces swollen lakes, unstable slopes and flash floods, but as glacier volume contracts, the water stored in ice is no longer available to sustain rivers through dry periods. International Centre for Integrated Mountain Development estimates that Hindu Kush Himalayan glaciers melted 65 per cent faster between 2011 and 2020 than during the previous decade and could lose as much as 80 per cent of their present volume by the end of the century. Since Pakistan’s irrigation economy depends on predictable river timing, earlier and faster melt may bring water when reservoirs cannot store it, and fields do not need it, followed by crippling water shortages. Already, the World Bank estimates that climate shocks and environmental degradation could reduce the country’s GDP by at least 18 to 20 per cent by 2050.
The international injustice remains undeniable. No qualms about that. Pakistan contributes less than one per cent of global greenhouse-gas emissions, yet it ranks among the top 10 countries worldwide most affected by climate change. Islamabad must use the present evidence to press for predictable adaptation grants, technology transfer and loss-and-damage support. The estimated adaptation requirement of $7 billion to $14 billion annually cannot be met through debt-heavy financing that makes climate victims borrow to survive a crisis they did little to create.
Still (at the risk of sounding repetitive), climate justice abroad cannot become an alibi for negligence at home. The government must treat glacier monitoring, hydrological research, land-use controls and local warning networks as national-security infrastructure, because Gilgit-Baltistan cannot be expected to protect the headwaters of the Indus through temporary projects and emergency allocations. *
