The Government of Khyber Pakhtunkhwa has announced a series of temporary energy conservation measures, including early closure of markets and commercial activities, in view of the evolving regional situation and increasing pressure on fuel supplies.
According to a public notice issued by the Office of the Chief Secretary here, electricity generation largely depends on fuel, and rising fuel costs directly increase electricity prices.
Under the new directives, all markets, shopping plazas, commercial establishments, and night-time sports activities in divisional headquarters will close by 9 p.m., while similar businesses in other districts must shut by 8 p.m. Restaurants, cafes, and eateries will close by 10 p.m.; however, takeaway and home delivery services will remain operational. Marriage halls, marquees, and event venues are also required to conclude activities by 10 p.m.
The notification clarified that commercial establishments include private offices, consultancies, banks (customer-facing operations), private academies, retail outlets, gyms, small hotels (common areas), catering services, and branded outlets. No other category of commercial activity will be treated as exempt. Essential services exempted from these restrictions include agriculture and construction activities, hospitals, laboratories, emergency health services, and 24-hour medical stores.
Similarly, Tandoors for roti/naan, petrol pumps, fuel dispensing only, and public transport terminals will also remain exempt with limited lighting.
To prevent misuse, exemptions will strictly apply only to the primary licensed activity, and mixed-use businesses will not qualify. Authorities have also banned decorative and excessive lighting, including illuminated billboards and floodlights, after closure hours.
The use of generators for non-essential commercial activity beyond permitted timings has also been prohibited.
Industrial and production units, including manufacturing and export-oriented enterprises, will remain exempt, provided they limit unnecessary lighting. However, attached retail or showroom components must follow prescribed closure timings.
All government offices have been directed to ensure strict energy conservation by switching off lights, air-conditioning, and equipment after working hours. Non-essential after-hours office activity has also been discouraged.
Deputy Commissioners have been tasked with enforcing these measures through inspections and necessary action to ensure compliance. The notification stated that these steps, effective from April 6, 2026, are temporary and aimed at reducing electricity demand, easing financial burden on citizens, and contributing to the national effort during the current situation.
