
LAHORE: Police on Saturday submitted a detailed report on security arrangements for the upcoming three-day Basant festival to the Lahore High Court (LHC).

The festival is scheduled to take place from February 6 to 8, following the passage of the Punjab Regulation of Kite Flying Bill, 2025, which lifted a nearly two-decade-long suspension of Basant.
According to the report, authorities have identified high-risk areas based on incidents over the past decade and stressed strict enforcement of the new regulations. Every kite and spool of string must be registered via a QR code, and the use of glass, chemical-coated, or metallic wire will not be tolerated.
Lahore has been divided into red, yellow, and green zones, with continuous monitoring through drones, social media, and dedicated control rooms. The report also warned that aerial firing, drinking, and other illegal rooftop activities will face strict action.
Motorcycle riders will be required to wear helmets, and entry into red zones will be restricted unless the bike is equipped with a safety antenna.
The submission follows a directive from the LHC on January 6, when the court sought a report from the Inspector General of Police and the Capital City Police Officer (CCPO) regarding security and safety measures for Basant.

The petition, filed by the Judicial Activism Panel (JAP) through Advocate Azhar Siddique, questioned the government and police’s preparedness for the festival under the Punjab Regulation of Kite Flying Bill, 2025.
Authorities say the detailed plan aims to ensure a safe and controlled celebration, balancing the revival of the popular festival with public safety concerns.
