The Punjab Home Department has directed strict enforcement of the law banning kite flying across the province and has issued formal instructions to all commissioners, deputy commissioners, regional police officers, city police officers and district police officers in this regard.
According to a spokesperson for the Punjab Home Department here on Thursday, the government has expressed serious concern over incidents of illegal kite flying reported in certain areas of the province. Under the Punjab Regulations of Kite Flying Ordinance 2025, kite flying is strictly prohibited throughout Punjab.
The spokesperson said that the Punjab Cabinet has allowed Basant celebrations on a limited scale in Lahore only on February 6, 7 and 8, strictly in accordance with the law. However, kite manufacturing and kite flying at any place before the stipulated dates are completely banned.
Illegal kite flying poses a serious threat to human lives and public safety, the spokesperson said, adding that several incidents of pedestrians being injured due to sharp strings have been reported, which is a matter of grave concern. Protection of human life remains the top priority of the Punjab government, and kite flying that endangers lives will not be allowed under any circumstances, added spokesperson.
It was clarified that even during the permitted Basant celebrations as a cultural activity under Jashn-e-Baharan, the use of sharp, metallic or chemical-coated strings will be strictly prohibited. Those involved in illegal kite flying or sale will face heavy fines and long-term imprisonment under the law.
The Home Department has directed indiscriminate action against kite manufacturers, sellers, suppliers of kite-flying material and those involved in kite flying. All actions will be taken strictly in accordance with the Kite Flying Regulations Bill 2025. The spokesperson further said that kite manufacturing and kite flying without government permission are completely illegal. All districts have been directed to submit compliance reports on the implementation of these instructions to the Punjab Home Department, he added.
