Once symbols of bureaucratic fatigue and public despair, district offices that were once choked with backlog and inefficiency have now become symbols of what happens when good governance meets practical reform – institutions that not only survive, but truly serve.
Among those institutions was the once-struggling for survival- Sarai Naourang’s Tehsil Municipal Administration( TMA) which is now set to recuperate and rise stronger than ever, thanks to the new lease policy’s implementation.
The spokesman of Lakki Marwat’s administration told APP that previously, the Naurang Tehsil Municipal Administration (TMA) had leased out 451 shops and structures across various locations, generating a meagre Rs 8.5 million annually – barely enough to meet even its routine expenditures.
It is poised to bounce back with its annual revenues swelling to an estimated Rs. 110 million and implementation of the new lease policy.
This financial shortfall forced the TMA into dependence on provincial grants and left its employees grappling with unpaid salaries, often pushing them to the streets in protest for their rightful dues.
With the vision to strengthen local governance and ensure uninterrupted public service delivery, the district administration has launched a groundbreaking initiative under the new provincial lease policy.
Once dependent on provincial grants to sustain basic services, Lakki Marwat is now scripting a new chapter of self-reliance and fiscal empowerment,” the DC Lakki Marwat Hameedullah Khan observes while talking in a meeting aimed at sorting out issues faced by the district’s TMAs.
Amidst growing financial challenges faced by TMAs across Khyber Pakhtunkhwa-marked by overstaffing, shrinking resources and reliance on government aid-the Deputy Commissioner Lakki Marwat has taken a decisive and reformative step to turn the tide.
As chairperson of the Lease Committee, the Deputy Commissioner convened a crucial meeting to reassess and enhance lease rates in accordance with the new policy framework.
The process, already in motion, is expected to be finalized within a month, paving the way for a stronger, self-sustaining local government model.
But now the impact of the new policy is nothing short of extraordinary and the surge in revenue will not only revitalize local administrations but also empower them to deliver services with renewed vigor and confidence – from cleaner streets to better lighting, from civic maintenance to community development.
More importantly, this reform will serve as a blueprint for other Tehsils in Lakki Marwat and beyond, ushering in a new era of financial autonomy, reduced dependence on provincial funds, and accountable governance.
Led by Deputy Commissioner Hameedullah Khan, the district administration successfully has already secured generous provincial support after tireless advocacy and planning, enabling it to effectively carry forward the clean and green campaign.
As a result 356 janitors were deployed across 94 Village Councils, 170 tricycle carts delivered for door-to-door waste collection, 94 loader rickshaws, now a regular sight on town roads, sanitation workers provided with modern brooms, shovels, axes, and safety gear.
