Journalists gain legal protection from senate

ISLAMABAD: The Senate has approved a new amendment bill to protect journalists and media workers across the country. The bill aims to ensure freedom of expression and the safety of those working in the media. The bill defines expression as the right to publish and share information without fear or pressure. It also focuses on forming a strong commission to support and safeguard journalists. The Senate passed the bill during a session chaired by Chairman Yousaf Raza Gillani.

According to the bill, the Protection Commission will have a chairperson with at least 15 years of legal experience. The chairperson must be a High Court judge or eligible to become one, especially with a background in human rights. The federal government will appoint the chairperson and other members. Each will serve a three-year term without extension. The Commission will protect journalists and anyone linked to them from threats or violence.

The bill also sets strict punishments for those who harm or pressure journalists. Anyone attacking a journalist on duty could face seven years in prison and a fine of up to Rs 300,000. Forcing a journalist to reveal their source could lead to three years in jail and a Rs 100,000 fine. Those who pressure journalists to work against their will may face five years in prison and similar fines. These measures aim to discourage abuse and promote a safe work environment.

Moreover, the bill grants the Commission authority to help journalists register complaints. Police must file FIRs when the Commission submits a case. Officers investigating these cases will have powers similar to those in criminal cases. The Commission can also keep the identity of the complainant confidential. Special courts will be set up to handle journalist safety cases with input from provincial high courts.

However, the Commission cannot investigate intelligence agencies directly. If a complaint involves them, it will go to the concerned authority. The bill states that all Commission staff and members will be independent of government control. It also ensures protection for journalists’ families, property, and professional networks. This new law marks a significant step toward press freedom and journalist safety in Pakistan.
