According to details, Azmat Sher Cheena an influencial personality of District Bhakkar forcefully entered the house of a woman (35) and subjected her to torture. Zafar Ali Shah, on coming to know about this incident, detained Azmat Sher Cheena by closing the door of the house.

According to Zafar Shah, he was a poor person. When he along with his wife approached the police, the police closed its doors and he along with his wife reached the District Police Officer (DPO) Bhukkar. But the DPO considered their complaint as serious and promised them justice.

After one day, the police on political pressure raided on the house of te Zafar Shah and after mounting pressure registered a case under Section294/355/342 /382 and arrested two persons for investigation where they were subjected to severe torture.
