Construction of health projects found unsatisfactory

LARKANA: The Assistant Chief, Development (Buildings), Government of Sindh, in a letter entitled “Taking over of all building schemes given by the Consultants of the Health Department” and addressed to the Chief Engineer (Buildings) of Hyderabad and Sukkur and Superintending Engineer (Works & Services Department, Larkana, has said that Water Commission in it’s Para-8 of the order, held on 05.04.2018, has said that the Chairman P&D in his report has pinpointed seven ADP Schemes which were then under the umbrella given the name of the project.

This project comprised of 63 units, Out of these 63 units, there were 17 District Headquarter Hospitals (DHQs), five Taluka Headquarter Hospitals (THQs) and 41 Trauma Centers in different districts of Sindh.

According to the report of the Chairman of the P&D, which is based on monitoring and Evaluation Wing, out 17 DHQ Hospitals, the construction of six DHQ Hospitals is satisfactory, the constructions of two DHQ Hospitals is average and construction nine DHQ Hospitals is unsatisfactory.

There were five THQ Hospitals whose construction work is unsatisfactory. There were also 41 Trauma Centers in different districts and the construction of all these 41 Trauma Centers was unsatisfactory. In these given circumstance, the letter added, with the consent of the Chairman P&D and the Secretary Health the project is ordered to be decentralized and should be taken up at District level by the Works & Services Department as has been ordered earlier on 20.3.2018.

The Secretary, Works & Services Department shall prepare inventory and will monitor the work through its XENs with the districts in which these hospital units are being constructed either at district or taluka level. It will also include the trauma centers, the letter added.

In other words, entire project under the garb of rehabilitation stands decentralized, it is further ordered that the constructions of the units which were found to be unsatisfactory shall be completed either through the same contractors by improving its quality of work and if it is not being done, it will be done at the cost of the contractor through another contractor, the letter added.

The M.Bs shall be recorded at the time of taking inventory. The revenue component will devolve with the Committee which was constituted with the consent of Chief secretary Sindh and the Secretary Health and from today onwards, this project stands decentralized and will be completed district-wise through Works & Services Department.

The Chairman P&D suggests that all the aforesaid projects should be completed by next financial year 2019 without compromising the quality and the requisite amount in this behalf shall be allocated and released by relevant forum.

The letter further added that all the utility services in the referred units shall be ensured by the Works & Services Department by adopting the proper mechanism, so that on completion of the building, these utilities shall be available within the premises.”
