Deputy Prime Minister Ishaq Dar urged the Shanghai Cooperation Organisation to hold the Afghan Taliban accountable for terrorism. He said militant groups operating from Afghan soil continue to threaten regional security and stability.
Addressing the SCO Council of Foreign Ministers’ Meeting in Cholpon-Ata, Dar said Pakistan seeks a peaceful and prosperous Afghanistan. He urged the Taliban to honour their counterterrorism commitments and responsibilities toward regional and global peace.

According to Dar, groups including the Tehreek-e-Taliban Pakistan, Balochistan Liberation Army, and East Turkestan Islamic Movement remain active in Afghanistan. He said more than 560 Pakistanis died in over 2,000 terrorist incidents this year.
Moreover, Dar said Afghan nationals had been involved in some attacks inside Pakistan. He stressed that lasting peace, stability, and economic development require eliminating terrorism across the region.

Meanwhile, Dar said Pakistan believes dialogue and diplomacy remain the only sustainable path to resolving conflicts. He highlighted the Islamabad Talks between Iran and the United States, which resulted in the Islamabad Memorandum of Understanding.

Additionally, Dar warned that forces opposing peace would attempt to undermine regional stability and reverse diplomatic progress. He urged the international community to support ongoing negotiations for a lasting and peaceful settlement.
Therefore, Dar reaffirmed Pakistan’s commitment to the SCO and multilateral cooperation. He said Pakistan looks forward to chairing the SCO Council of Heads of State and hosting the SCO summit in 2027.
