China will provide digital skills training to 300,000 Pakistani youths every year, Planning Minister Ahsan Iqbal announced. The initiative aims to strengthen Pakistan’s technology sector and expand its digital economy. Young professionals and freelancers are expected to benefit from the programme.
Speaking at the 3rd LCCI IT Freelancing Awards 2026 in Lahore, Ahsan said Pakistan has become the world’s fourth-largest freelancing country. According to the minister, Pakistani youth are helping expand digital exports and earning valuable foreign exchange through global online services.

Ahsan said success in the modern economy depends on knowledge, skills, and technology rather than large investments. Moreover, he said China’s training support would enhance Pakistan’s human capital. The initiative aligns with efforts to build a stronger knowledge-based economy.
Meanwhile, Lahore Chamber of Commerce and Industry President Faheemur Rehman Saigol urged freelancers to adopt artificial intelligence and emerging technologies. He said innovation and digital services are central to the government’s “Uraan Pakistan” vision. He also called for stronger public-private cooperation.
Punjab Finance Minister Mian Mujtaba Shujaur Rehman described freelancing as a key pillar of Pakistan’s digital economy. Therefore, he said the provincial government is working with the federal government and the Special Investment Facilitation Council to improve international payment systems for freelancers.

Additionally, the Punjab government is investing in digital infrastructure, technology parks, IT zones, and innovation hubs across the province. Officials said these projects will create new employment and entrepreneurship opportunities. Punjab also aims to become Pakistan’s leading center for artificial intelligence development.
The government said its long-term objective is to produce skilled freelancers, AI developers, startup founders, and technology leaders. Meanwhile, the annual China-backed training programme is expected to support Pakistan’s digital transformation and increase technology-driven exports.
