
The National Database and Registration Authority (NADRA) has warned institutions against refusing digital identity cards, stressing that these documents carry the same legal value as physical cards under Pakistan’s identity regulations. The authority said many offices still demand original cards or photocopies, which goes against the existing legal framework. Officials emphasized that digital identity verification is fully recognized and should be accepted across both public and private institutions. Therefore, organizations must update their procedures to ensure compliance with national identity regulations.
According to NADRA, digital identity documents are legally protected under the NADRA Ordinance, particularly regulations 9 and 10, which grant them the same legal standing as physical identity cards. The authority clarified that these provisions clearly recognize digital identity records as valid proof of identity for official verification and administrative purposes. Despite this, some departments continue to ignore the rules, forcing citizens to produce physical copies unnecessarily. As a result, NADRA has urged all institutions to strictly follow the legal guidelines already in place.

Furthermore, the authority highlighted that digital ID cards help reduce the excessive demand for photocopies, which often leads to unnecessary exposure of citizens’ sensitive personal information. By encouraging digital verification, institutions can strengthen privacy protection and reduce the risk of identity misuse or fraudulent activities. Officials stressed that the shift toward digital identification aligns with modern governance practices and improves efficiency in service delivery. Consequently, wider acceptance of digital IDs will support safer and more secure identity management across the country.
NADRA also directed government departments, financial institutions, telecom operators, and other public service organizations to immediately ensure compliance with the digital identification rules. Authorities warned that refusing legally recognized digital documents not only creates inconvenience for citizens but also undermines national digitalization efforts. Therefore, organizations must update their verification systems and train staff to recognize digital ID cards as legitimate proof of identity. This step will help build a more streamlined and technology-driven identification system nationwide.

Meanwhile, citizens who face refusal or non-compliance from any institution have been encouraged to report the issue through NADRA’s official grievance system. The authority assured that complaints will be reviewed and appropriate action will be taken against organizations violating the rules. Officials believe that enforcing these regulations will protect personal data while improving trust in Pakistan’s digital identity infrastructure. Ultimately, wider adoption of digital identity verification is expected to simplify processes and strengthen public confidence in digital governance.
