SBCA issues first challan at single-window facility

The Sindh Building Control Authority (SBCA) has officially issued the first challan through its newly launched Single Window Facility in Hyderabad, marking a significant step toward modernizing and streamlining building approval services across the province. Sindh Minister for Local Government Syed Nasir Hussain Shah termed the launch of the Single Window Facility in Hyderabad a milestone achievement, emphasizing that the initiative reflects the Sindh government’s commitment to providing citizens with efficient, transparent, and people-friendly services.

He stated that after the remarkable success of the Single Window Facility in Karachi, its expansion to Hyderabad will greatly enhance public convenience and ease the building approval process. “With this modern system, citizens will now receive faster, more transparent and simplified services,” the Minister said, adding that the Sindh government is focused on ensuring consistent service quality in every region of the province. He reaffirmed the government’s resolve to strengthen governance through digitization and automation.

According to Director General SBCA Muzammil Hussain Halepoto, a resident has been issued an online challan amounting to Rs. 61,740 for construction on a plot measuring 233.33 square yards-the first challan generated through the Hyderabad Single Window Facility. He added that a total of 7 challans have been generated so far, out of which 2 have already been paid, reflecting swift public response and confidence in the new system.

The Director General stated that the issuance of these challans marks the formal beginning of a modern, automated system in Hyderabad. He noted that the facility will help reduce delays, ensure transparency, and eliminate unnecessary hurdles in the building approval process. “SBCA is expanding the Single Window System to all regional offices across Sindh,” the DG added. “This is part of our broader vision to bring digital governance, streamline operations, and provide hassle-free services to every citizen.” The launch of the facility in Hyderabad is being seen as an important advancement in the province’s construction regulatory framework-ushering in a new era of efficiency, accountability, and public convenience, in line with the provincial government’s reform agenda.

Separately, A meeting of the Sindh Building Control Authority (SBCA) Authority was held under the chairmanship of Director General SBCA, Muzamil Hussain Halepoto, during which approvals and permissions for more than 100 projects were granted. The approved cases included amenity projects such as madrasas, schools, hospitals, as well as residential, commercial and industrial construction plans, building plans, completion plans, architectural approvals, structural approvals, design NOCs, and various other cases.

The Chairman of the Authority and Director General SBCA expressed satisfaction over the proceedings and instructed that all pending cases be thoroughly reviewed and processed at the earliest. It is noteworthy that, as per the directives of the Government of Sindh, all legal construction-related approvals and cancellations within SBCA are subject to scrutiny and clearance by the Authority. This mechanism ensures that legal shortcomings in submitted cases are addressed and fully compliant, lawful construction is guaranteed.

The establishment of this Authority reflects the committed and commendable efforts of the Chief Minister Sindh, Syed Murad Ali Shah, and the Minister for Local Government, aimed at providing quality public services, promoting legal construction, and boosting dozens of industries linked to the construction sector. This system will particularly encourage lawful construction practices while effectively curbing substandard and illegal building activities on a long-term basis.

Moreover, this transparent and facilitative process will help eliminate uncertainties and concerns faced by allottees, investors, builders, developers, and citizens regarding residential building plan approvals. It will enable the public to benefit from a clear, streamlined, and efficient approval mechanism, ultimately supporting the growth of the construction industry through better opportunities. The meeting was attended by Authority members, district directors, and heads of various SBCA departments.
