The Lahore High Court (LHC) on Monday sought comprehensive reports from relevant departments over the increasing incidents of stray dogs biting citizens across the city.
During the hearing of a petition regarding vaccines for victims of dog bites, the Additional Medical Superintendent of Mayo Hospital submitted a detailed report. The report revealed a significant rise in dog bite cases over the past 14 months, stating that 1,796 patients had been brought to Mayo Hospital from 24 September 2024 to date.
Justice Khalid Ishaq expressed serious concern over the figures, remarking that while animals also have rights, “children are being bitten by dogs on the streets.” He directed all relevant departments to furnish their reports without delay.
The petitioner’s counsel argued that the administration had failed to take action against stray dogs, resulting in fear among residents. “In many areas, children cannot even step outside; they are terrified,” he told the court, urging action against those responsible for the negligence.
The court ordered the Livestock Department, Local Government Department, and Health Department to convene a joint meeting and formulate a six-point Terms of Reference (TORs). All concerned departments were instructed to submit their reports at the next hearing.
