
Azad Kashmir’s Joint Action Committee (JAC) has published the list of demands accepted by the federal government. The announcement came after overnight negotiations between the JAC and the federal side. The JAC said it went into talks with 38 demands and returned with 42 accepted points. They claimed all critical issues of Azad Kashmir have been addressed in the agreement.
Among the key points, the government will register terrorism cases for violent incidents under the Anti-Terrorism Act and form a judicial commission. Compensation will be provided to slain and injured citizens—families of deceased will receive a job within 20 days. Two extra education boards in Muzaffarabad and Poonch will be formed within 30 days, and land used in Mangla Dam area will be regularized.

Further demands include restoring the 1990 Local Government Act within 90 days and launching health cards in Azad Kashmir. CT scan and MRI machines will be distributed district-wise in phases. The federal government will allocate Rs 10 billion to upgrade electricity transmission systems in Azad Kashmir. Also, the legislative assembly size will be reduced to just 20 members.
Other points call for the merger of accountability bodies to align with the NAB law, feasibility for two tunnels (Kawri/Kumsair and Chaplani), and plans for an international airport in Mirpur. Property tax will be standardized to levels of Punjab and KP, and quotas for educational institutions will be replaced by open merit. Arrested Kashmiris from Islamabad and Rawalpindi for September 30 to October 2 will be released. A monitoring and implementation committee will oversee this agreement’s execution.
The agreement commits both the federal and Azad Kashmir governments to act swiftly. The JAC will provide oversight through a committee including members from both governments and the JAC itself. If implemented fully, the deal may lead to better governance, restored rights, and increased stability in Azad Kashmir.
