Benazir Hari Card: Sindh govt’s revolutionary support for small farmers

The Sindh Government under the visionary leadership of Chairman Bilawal Bhutto Zardari has taken a historic step to safeguard Pakistan’s agricultural backbone by launching the Benazir Hari Card. This initiative directly targets small farmers, particularly those holding between 1 to 25 acres of land, providing them with direct financial support to purchase DAP and Urea fertilizers. In a time of growing food insecurity and mounting economic challenges, Sindh’s intervention stands as a model of farmer-centric governance, ensuring that the most vulnerable cultivators are not left behind.

Through this policy, the Sindh Government aims to reduce dependency on wheat imports, prevent food crises, and create a fairer system of agricultural support that strengthens rural communities. It is also a reflection of the PPP’s longstanding vision-rooted in the philosophy of Shaheed Zulfiqar Ali Bhutto and Shaheed Mohtarma Benazir Bhutto-to empower the working class and place Pakistan’s economic future in the hands of its people.

The Benazir Hari Card is not just an economic policy; it is a social revolution. It empowers the small farmer, gives dignity to the hardworking peasants of Sindh, and reaffirms the Sindh Government’s role in securing Pakistan’s food sovereignty. It also calls on the Federal Government to complement these efforts by ensuring fair support prices, tax relief, and procurement policies that protect farmers rather than exploit them.

Economic stability in Pakistan is closely tied to the performance of its agriculture sector, which employs a large segment of the population and provides staple crops like wheat, rice, and sugarcane. Despite this, small farmers have historically been deprived of direct support, with subsidies often captured by large landowners. The Benazir Hari Card corrects this imbalance by channeling resources straight into the hands of those who need them most.

By ensuring access to essential fertilizers, the Sindh Government is actively reducing input costs and increasing yields. This has a multiplier effect: more crops mean greater food security, higher incomes for farmers, and less reliance on costly imports. In fact, experts estimate that empowering small farmers with access to fertilizer at the right time can boost wheat production by as much as 15-20% annually. Such growth not only benefits Sindh but strengthens the entire federation by stabilizing grain supplies.

The initiative is also timely given global food supply chain disruptions and rising fertilizer costs. Without such interventions, Pakistan would risk deeper dependency on imports, which strain foreign exchange reserves. The Hari Card is therefore both a social welfare policy and a macroeconomic safeguard.

Chairman Bilawal Bhutto Zardari’s vision reflects an understanding that Pakistan’s progress lies not only in industry and technology but also in honoring and strengthening its agricultural foundations. This approach embodies the Pakistan Peoples Party’s philosophy: empower the weak, uplift the poor, and invest in the human and productive potential of the people.

Beyond economics, the Benazir Hari Card represents social justice. Rural communities in Sindh have long faced structural neglect, from limited access to credit and markets to exploitation by middlemen. By providing direct cash transfers earmarked for fertilizer, the Sindh Government has broken a cycle of dependency and restored dignity to the farmer’s role in society.

This scheme also pays tribute to the legacy of Shaheed Mohtarma Benazir Bhutto, whose name the card proudly bears. Her politics was rooted in compassion and justice, with a deep belief in women’s empowerment and grassroots progress. Today, by supporting male and female farmers alike, the Hari Card also contributes to gender equity in agriculture. Women farmers, often overlooked, will have access to resources that directly impact household food security.

The initiative builds bridges between rural citizens and their government. It demonstrates that governance is not about abstract promises but about tangible relief delivered at the doorstep. This people-centered approach is why the Sindh Government, guided by Chairman Bilawal, continues to win the trust of the rural population.

The Benazir Hari Card also places a moral responsibility on the Federal Government. While Sindh is doing its part, national unity requires that Islamabad take complementary measures. These include setting fair support prices for wheat, offering tax relief on agricultural inputs, and ensuring transparent procurement processes that protect farmers from exploitation.

If the Federal Government fails to act, Pakistan may face renewed food shortages, forcing imports that burden the economy. Sindh has shown the way forward by designing a transparent, targeted, and people-focused intervention. It is now up to the rest of the federation to rise to the same level of responsibility.

Ultimately, the Benazir Hari Card is more than an agricultural scheme-it is a political statement that the people of Sindh will not be left helpless in times of crisis. It is a declaration that leadership matters, and that the vision of Chairman Bilawal Bhutto Zardari is guiding the province toward a stronger, fairer, and more food-secure future. This initiative will be remembered as a turning point not just for Sindh’s farmers, but for Pakistan’s agricultural policy as a whole.

Through the Hari Card, the Sindh Government is proving that when leadership is sincere and policies are people-centered, no challenge is too great. The fields of Sindh will thrive, the hands of farmers will be strengthened, and the dream of a food-secure Pakistan will come closer to reality.
