ISLAMABAD: Capital Development Authority (CDA) would allot 120 plots measuring four kanal for shifting private schools from residential areas of federal capital to commercial areas. There are 317 registered and 32 non-registered schools operating in the capital city. In pursuance of Supreme Court’s (SC) orders, CDA had issued notices to owners of houses, which are located in residential areas but are being used for commercial purposes. Private Educational Institution Regulatory Authority (PEIRA) had sought time on this matter and summary has been sent to Ministry of Capital Administration and Development Division (CADD) in this regard. Plots would be allotted to private schools in different sectors in Islamabad on installments of five years soon after the summary is approved. Those schools will be eligible to participate in the auction, which are having students’ strength more than 200. Sources told Daily Times that CDA would decide about sites of these 120 schools within two months. Applications will be received from different schools for allotment of these 120 schools. Six conditions have been set for these schools to participate in the allotment process. The conditions are registration of schools with PEIRA since last two years, fulfillment of all the rules and regulations and fee structure introduced by PEIRA with at least two years affiliation with Federal Directorate of Education (FDE) and Federal Board of Intermediate and Secondary Education (FBISE), operationalisation of school since the last two years and holding of examination for students. The schools will not be eligible to take part in the allotment process, which have failed to construct building on the alternative plots already allotted to them by the CDA and at least 200 students should be enrolled. The school should be registered with Income Tax Department and it should be taxpayer. The plots, which will be allotted to them, will be non-transferable. The school management will have to complete construction of school building on allotted plots within a period of 18 months. The management will be allowed to construct building upto three stories. They will also be entitled to construct one basement. Construction will be allowed only on two kanal in four kanal plot. In this way, 50 percent area will be the covered area. All the schools will be required to make payment at the cost of 40 percent possession of all plots and the remaining amount will be paid by them in installments of five years. Interior Ministry has expressed reservations over the education related matters of students and recommended to CADD Ministry to find a solution to this effect. A five-membr committee comprising Deputy Commissioner Mushtaq Ahmad, Deputy Mayor Riffat Javed, CDA Member Planning Waseem Ahmad, CADD Ministry Joint Secretary Tariq Mouj and PEIRA Chairman Musaddaq A Khan have finalised a summary and sent to CADD Ministry in this respect. The process for allotment of plots to private schools would be started soon after the approval of this summary.
