ISLAMABAD: The rift between two government functionaries over the possession of precious plot has been intensified and both the organizations are at loggerheads over the plot. The Building Control Section of Capital Development Authority (CDA) has issued show cause notices to Islamabad Electric Supply Company(IESCO) in which the civic body asked IESCO about the illegal construction of its headquarters without getting approval of layout plan on the land of WAPDA School, which is located in G-6/4 sector of Islamabad. The CDA sought written reply within a week time from IESCO. The sources told Daily Times that previously the CDA had also issued a notice to IESCO on 25th February but the later neither submitted any reply nor demolished illicit construction. The show cause notice that was issued under the signature of Director Building Control Section of CDA also raised the question that the precious plot was allotted for WAPDA school, but IESCO constructed its headquarters there illegally, which is the sheer violation of CDA’s bye-laws. The notice declared entire construction on the plot as illicit and CDA neither gave any no objection certificate(NOC) to IESCO nor it approved any site plan. It is pertinent to mention here that the two storied building of IESCO’s head office was made on two hector of land, whereas during construction CDA closed its eyes and even not a single letter was sent to IESCO at that time. But the sources in IESCO admitted that after the completion of construction many letters were sent to the department by the civic agency in this regard but it is not possible for IESCO to shift its head office. CDA’s Director Building Control Section, ShafiMarwat said that several letters were dispatched to IESCO, but no action was taken in the past , but now if IESCO would not respond show cause notice with seven days then the head office of electric company would be sealed. It is also worth mentioning here that despite the six days have gone, but IESCO did not submit any reply. High official of IESCO on the condition of anonymity told this scribe,”CDA does not pay its electric dues often and when we send bill to CDA, they send us notice as reciprocal action. The building was constructed more than 30 years ago. This time CDA would not take any action like the past. It is the old dispute based on mutual bargaining”, he added. Another senior officer of WAPDA told this reporter that all set to construct new headquarter building of IESCO near DhokriGrid Station and “3-D” plan of the proposed building is also ready. When spokesman of IESCO BasitZaman was contacted to know his stance on the issue, he said that CDA had issued many notices in the past also, but this is not private office that it may seal or demolish the office. He said that they are trying to resolve the issue amicably. He said that there are several buildings in Islamabad which were constructed in violation of bye-laws of CDA, but it keeps silent there.
