ISLAMABAD: There has been no compliance with the laws as several administrative slots in the Federal Directorate of Education (FDE) have been filled by the faculty. Routine work in the directorate has also suffered due to this nonprofessional attitude. According to an available list provided by reliable sources in the FDE, above 30 officials serving in the Federal Directorate of Education (FDE) in various big posts, did not have the required administrative experience as they have been teaching professionals throughout their previous service. Tariq Masood, Tarhir Mustafa Khosa, Abdul Waheed, Sadia Adnan and Saima Hussain were on top of the list. According to the list Masood is Assistant Professor in Islamabad Boys College G-6/3, working in the FDE as a Director Colleges. Same is the case with Waheed, Sadia and Saima as currently they are serving at the posts of Area Education Officers while by profession they are teachers in IMSB G-/4,IMSG F11/3 and IMSG E-8 respectively. The AEO is the administrative slot and as per law it should be selected through the Federal Public service commission after passing through the whole procedure of the commission. Under the recruitment rules the faculty should have been appointed only for teaching purposes wherein the posting or transfers against the administrative posts was a violation of the terms of conditions of their appointments. Furthermore, according to Section 2 of the Civil Service Act 1973, the faculty of the special service cadre, cannot be transferred to any other field job. The available information suggests that beside the said rules, the posting/or transfers have been discouraged and declared void on the various forums including the Cabinet Standing Committee meetings, in Islamabad High courts and apex court verdicts. Another official is among several others. Ghulam Yasin Awan is a principal at IMSB Maira Akku (Rural area of sector Tarnol), while he is currently serving against the post of Deputy Director in the Directorate. Very surprisingly Yasin originally is functioning on BPS-19 whereas he is performing his duties against the BPS-18 slot as DD. According to a document this maladministration including the Awan posting, was also brought to the notice of the Wafaqi Muhtasib in 2013 wherein the FDE informed the Muhasib that “all the appointments against the administrative posts in FDE will be filled up in accordance with the rules and regulations on merit basis”. But the practical exercise has not been done so far, a source disclosed. A DD in the FDE, who wished not to be named, said that due to this maladministration the routine work is suffering. Not only does the educational standard suffer, but several officials affiliated with the entity were dissatisfied over the slow pace of work. While sharing an official document he said that around 450 officials including teaching and none-teaching staff have approached the various courts for justice when they failed to acquire their own rights due to themismanagement of the entity. Meanwhile, in another example of sheer violation of the rules, the FDE has re-designated 15 officials on different slots. According to an available document, the officials re-designated against the various positions were from BPS-1 to BPS-16. According to the Civil Service Act 1973, any post can’t be re-designated rather promotion or fresh appointment can be made through following the prescribed procedure or new posts can also be created. While admitting the facts, Director General FDE Shahnaz Raiz said that the posting/ or transfers and placements made by CADD and the ministry can better reply to the queries. She refused to comment further on the issue. The Secretary CADD Hassan Iqbal, when contacted, expressed ignorance on the issue. “I can comment after checking the record of the officials,” Iqbal said.
