RAWALPINDI: Lack of interest by the Rawalpindi police has hindered the pace of sending challans to courts thus putting the ‘Access to Justice Programme’ at stake. As per details, the Rawalpindi police have submitted challans of 3,687 cases out of 8,533 cases registered in 30 police stations of Rawalpindi district during first six months of the current year. Giving break up, sources said that a total of 603 cases were registered in Sadiq Abad Police Station and challans of 264 cases were sent to courts, while 584 cases were registered in Waris Khan Police Station while 314 challans were forwarded to the courts, and 519 cases were registered in Pir Wadhai Police Station and challans of only 230 cases were sent to the courts. Among eight police stations of Rawal division, challans of 106 cases were sent out of 191 registered cases. In police station Ganjmandi, challans of 132 out of 206 registered cases were sent to the courts, incomplete challan of 24 cases and interim challans of 25 cases were forwarded to the courts, 2 cases were discharged and one case remained untraceable and 7 cases remained pending. Similarly in 10 police stations of Saddar division, Saddar Beroni Police Station remained on top where 412 cases were registered during six months . Police completed investigations of 158 cases and 56 were still incomplete. The police station has forwarded the interim challans of some126 cases, disposed off 16 cases whereas 10 cases were not traced out. A total of 46 cases are still pending. Out of 12 police stations of Pothohar Town division, 221 complete challans, 68 incomplete challans and 119 interim challans were sent to courts out of 516 cases registered. Likewise, a total of 334 cases were registered in Cantt Police Station. 121 complete challans, 19 incomplete and 153 interim challans were presented in different courts. Some 17 cases remained untraceable with 22 cases still pending. Meanwhile, Race Course Police Station registered 289 cases out of which investigation into 142 cases had been completed whereas 62 cases remained incomplete. Arount 59 interim challans were sent to the courts. Some 13 case were closed down whereas four cases were still pending. Some 331 cases were registered in RA Bazaar Police Station during first six months of the calendar year out of which interrogation into 198 cases had been completed and 82 cases stay unfinished. Some 29 interim challans were sent to the courts from January to June while 19 cases were closed down by the police station and three cases were pending. Approximately 233 cases were registered in Wah Cantt Police Station out of which the police had completed the inquiry of 121 case but some 38 were still under investigation. The police station had forwarded 45 interim challans to different courts whereas it discharged 14 cases. Police also failed to trace out four cases and 11 cases were still pending. The ration of sending challans to courts is not much different when compared to the remaining police station of Rawalpindi division. The programme is aimed at providing security and ensures equal protection under the law to citizens, in particular, the poor, encompassing judicial legal and police reforms.
