The knowledge society is developed through Universities that carry out research on various social and scientific fronts. The Universities provide manpower for the market as well as their role in community training and knowledge generation is important. As far as the knowledge generation is concerned, all sectors are dependent on standards of operations and best practices developed by these higher education institutions. We consume, follow, and preach good practices in business, banking, and other sectors that are produced by renowned universities. The organizations in the developed world are mostly dependent on scientific knowledge produced in the Universities. In our case, scientific research mostly revolves around popular research trends which may not be relevant to most of the time to the issues being faced by our society. The term learning organization in use since the organizational theory was considered a major disciple that plays a significant role in setting up to operationalize organizations for specific objectives. The Universities do have short, middle, and long-term goals for which they establish an ecosystem of administrative, financial, academic, and research. The administrative and financial arrangements are there to support academic and research activities to achieve excellence in these domains. The faculty members and students are the main stakeholders in teaching and research activities, their research activities are dependent on the good financial health of the institution. If the institution has sufficient funds for research purposes, then it will carry out desired research-related tasks. Therefore, teachers/researchers should be made aware of the long term and short term availability of funds. In the same manner, administrative support in logistics and human resources is also important. The laboratories should be equipped with the latest equipment as well as trained staff should be there to support researchers. This is very crucial for field-based and engineering-related research activities. The focus of top-level management should be on finding funds for research and establishing liaison with relevant market forces. The traditional or manual work should be replaced with ICT based system for better decision making It is observed that some Universities are reluctant to adopt new ways of information flow within departments. The integration of ICT tools for information processing, accounts, and other operations is particularly important. The ICT based system will provide different relationships among enrollment, passing ratio, demand for new initiatives, etc. The Universities may adjust their operations with the continuous changing environment in this sector. The adoption of new practices should be first assessed systematically and then available options may be discussed with relevant stakeholders i.e. faculty, staff, and relevant statutory bodies. It was observed during governance visits carried out during the last government’s period that most of the Universities are not conducting regular meetings of statutory bodies which is an alarming thing. The head of the institution should consult relevant forums for administrative, financial, teaching, and research related matters. The learning organizations always welcome innovative ideas from stakeholders. In case if the financial health of the University is not good then the priority for research should be on addressing this issue through exploring good practices in the domain. If an institution starts to work like this, then ultimately sincere efforts of researchers will provide some workable and practical suggestions for addressing such issues. Some institutions received major damage to the infrastructure during the flood of 2010 and many heads of the institutions were looking for relief from the government. The government at that time provided sufficient grants and emphasized on addressing all institutional issues through indigenous resources. The learning organizations in higher education not only manage and improve their human and physical resources but also explore national and international trends in the sector. They revise and make a strategy for adopting new standards and norms for better teaching and research. The satisfaction of employees, faculty, students, and other stakeholders should be a priority. The undergraduate policy circulated recently by the Higher Education Commission (HEC) is an effort to provide guidelines for Universities to prioritize and focus on producing graduates with proper skills, knowledge, and practical approach. The capacity building in this regard is in process. The objective of the new policy is to provide a learning environment through Universities, where a student can learn and earn the degree of their choice. The initial two years will be general education where they will learn a different skill set like writing, comprehension, communication, quantitative, analytical, etc. All this is going to provide flexibility to the students for excelling in their area of interest. As there is much time available for implementation of this undergraduate policy, therefore Universities must make a calendar of events for rolling out this initiative in a professional manner and consultation with HEC. The core team behind this initiative is already responding to queries raised by the stakeholders. There is a need to make amendments in relevant rules for academics in existence and adjust activities according to the new requirement.
