ISLAMABAD: Instead decreasing internal rifts and concentrating on fundamental purpose of its establishment, the Federal Directorate of Education (FDE), it has replaced a director’s slot and opened a new controversy. According to the notification available with Daily Times, the FDE appointed Ghulam Yasin Awan to the post of Director Admin and Coordination, FDE, with immediate effect. The available information revealed that before Awan’s appointment to the post, Abdul Waheed was serving on the slot. Besides this charge of this post, earlier, Awan held three other charges additionally in the Directorate, namely as the Director Estate Management (DEM), as the Deputy Director (DD) Admin and as the Director Budget (DB). While talking to this scribe, the Director General (DG) Shahnaz Raiz, admitted about the removal as well as the placement. According to the rules, the head of the department was not authorised to postings or/ transfers of the officials holding posts of Grade 17 or above. “Apart from appointments and disciplinary measures, other administrative powers will be exercised by the heads of the departments who would deal with all the matters of postings, transfers, increments and leaves etc, except in the case of their deputies, about whom references would be made to the government’, according to the “Esta Code” rules. The FDE sources maintained that the FDE authorities instead of focusing on the enhancement of educational standards in the capital, were busy in lobbying against each other. “By this approach the quality of education will suffer badly”, they regretted. They further said that the removal and the placement was made because of differences between the DG Shahnaz and the removed Director Admin Waheed. Earlier, Waheed wrote a letter to the DG with several complaints and allegations against her and sent the copy to the Secretary and the Additional Secretary, Capital Administration and Development Authority, (CADD), a copy of which was obtained by by Daily Times. “You are least interested in the official affairs of the FDE. You only concentrate on your personal matters/bills,etc, you don’t know anything about the official business”, Waheed levelled the allegation against Shahnaz in the letter. Waheed also said in the letter that the DG was devising negative propagandas against him all the time which caused “suffering” to the ‘working environment. According to official sources, Waheed was appointed as the Director Admin and coordination by DG Shahnaz, on her personal interest. Earlier, before his appointment as the Director Admin, Waheed was serving as a DD monitoring. He was deputised in the FDE when the ministry of education was devolved under the 18th Amendment of the Constitution, in 2011, where he was serving as the Deputy Director in the monitoring cell. Under the Presidential ordinance No 5 September 2013, Waheed had been adsorbed as a permanent official of the FDE. But, as per the ordinance, he did not fulfil the criteria for the post of director admin. As per the ordinance his line of promotion is in the monitoring cell in the FDE, instead of being in the administration. The newly appointed Director Admin, Awan, is a teacher by profession. His original posting was as Principal at the Islamabad Model School for Boys (IMSB) F-6/2. Besides Awan, over 30 officials are working on various admin slots in the FDE – even though they have been only teaching professionals throughout their careers. The involvement of the teaching staff in official deeds was badly affecting the students’ studies and performances, claimed the FDE sources. Tariq Masood is on one of such officials. Currently he is serving as the Director Colleges in the FDE. The Director’s post is an administrative slot while Masood does not have the experience because he has only served as a teacher in his entire past service. His actual posting is “Associate Professor” at the Islamabad Boys College G-6/3. Hassan Imran Baig was originally a Vice Principal (VP) in IMSB F-6/2 while he is currently serving at the post of DD examinations in the FDE. Another couple of teachers, Sadia and Saima – are currently serving as Area Education Officers (AEOs), while by profession they are only teachers in IMSG F11/3 and IMSG E-8 respectively. The AEO is an administrative slot and as per law it should be selected through the Federal Public Service Commission after passing through the whole procedure of the Commission.
