ISLAMABAD: Deputy Commissioner (Land) of Capital Development Authority (CDA) has finalised the award for the sector C-15 of the federal capital, which will be built at the village Sara-i- Kharboza near Taxila. In the award, 196 people will be affected, while two mosques and a temple also come into its range. The sources said that the civic body had earlier finalised the names of some 504 affectees by diverting from the Land Policy of 2007. But during surveys from the CDA, 172 persons were found non residents and 133 people were not natives of the area in the list. The sources said that DC Land Qazi Shoaib was made OSD as he did not bow to the pressure of the top bureaucracy and some corrupt elements for not finalising the list of 504 persons. Later, a committee was formed comprising eight notable natives from Sara-i-Kharboza (C-15). Six members of the committee agreed on the names of 199 local people in the affected persons’ list but two of its members named Malik Imtiaz and Azam Khan are insisting and exerting pressure on CDA to include their 40 relatives in the list. The sources also said that the all three Deputy Mayors of Islamabad were also trying to include the names of some women in the list of affectees. They took the stance that these ladies may be accommodated for provision of plots again, as they have already got the land in 2007, which was a violation of the CDA’s policy. The Deputy Director General of CDA Islam Shah told Daily Times that it was the first ever award that was accomplished with total transparency. The sources revealed that before the finalisation of the award the DDG, besides all committee members and Patwaris, took an oath on Holy Quran that they would not be dishonest. The sources said that State Minister CADD Dr Tariq Fazal Chaudhary was behind the committee member Malik Imtiaz who was pressurising the CDA to incorporate the names of persons who had nothing to do with the land. The sources said that those persons whose names were not included in the list would give applications to DC Land with proof that they had land at Sara-i- Kharboza, who in the light of evidences would forward their names to CDA Board , which would take the final decision in this regard. The sources said that Tariq Fazal Chaudhary had verbally asked CDA many times to include the names of more people in the list, but the high-ups of CDA took the stance that these instructions may be passed on in black and white on the letterhead of the ministry. However the minister avoided doing so due to the fear of a probe by the FIA. It is worth mentioning that as per the Land Policy of 2007, CDA gives one kanal plots against every four kanals of land to the affectees. The three Deputy Mayors of Islamabad have shown apprehensions over the operations against encroachments in different markets of the federal capital. It is likely that the award of 196 affected persons for sector C-15 might be announced today (Thursday).
