Five permit holders of Ehsaas-e-Kafalat programme were arrested for charging Rs 500 to Rs 1,000 per person from beneficiaries of the programme. The programme was launched the other day in Landi Kotal and after scores of complaints lodged by different people, the administration took action. Landi Kotal Assistant Commissioner Muhammad Imran Yousafzai on Saturday raided at the five centers, established in Shiekhmal Khel, Zentara, Khuga Khel and Malik Nadir Khan Kalley for purpose of facilitating Ehsaas programme recipients and detained five permit holders of the programme for collecting money from them. The AC urged the masses not to pay a single penny to any one and as per the programme standard operating procedure, make sure to receive the total Rs 12, 000 per person before leaving the counter. The violators would be dealt according to law, he added. Adil Afridi of Sultan Khel said that the authorizers after completing paperwork asked his mother and dozens of other women to pay them Rs 11,000 next week. The locals also complained that the permit holders did not pay on the spot but issued them receipts and then after four to five days made the payments. When Assistant Complaint Officer, Landi Kotal, Amir Zeb was contacted on the matter he said that a fixed percent had been allocated to service providers on every transaction and they were not authorized to receive a single rupee from the beneficiaries. They were obligated to pay the money, transferred in their accounts on the spot and in case of lack of cash they should stop the programme and not issue them receipts. According to local administration official five centers had been set up in Landi Kotal to assist the Ehsaas-e-Kafalat programme receivers and in first phase females beneficiaries were given the financial aid announced by the incumbent government that will be followed by the deserving males of the area.
