ISLAMABAD: Instead of concentrating on the fundamental purpose of establishment, the Capital Administration and Development Division (CADD) has issued orders to the Federal Directorate of Education (FDE) asking it to restrain itself from transferring and postings but the FDE appears to be in no mood to comply with CADD orders. A letter written by CADD to the FDE obtained by Daily Times states that despite the CADD’s orders, some officials have been transferred in the directorate. Authorities concerned in the FDE have been asked to explain the reasons for the “none-compliance” of the orders (of CADD). Earlier in an office order, it was directed in the letter that no official of BPS 17 or above would be transferred or posted without the approval of CADD. An official in CADD who wished not to be named said that these directions were made with the mutual consultation of the Minister Tariq Fazal Chaudhry and some other senior officials of the ministry. He said that transfers and postings had become a musical game and the routine work including teaching in the educational institutions was suffering. The official added that as a result of this, the ministry prohibited the FDE from official transfers. He said that the ministry was of the view that by this approach each official would focus just on his office job and the fundamental functions would run smoothly. According to available documents, the FDE’s senior admn ignored the directions and posted Ali Akbar as Deputy Director, Muhammad Asghar Shahid as Deputy Director Coordination and Public Relations while Muhammad Amjad was posted as the Deputy Director, Schools. The three employees are an example of malafide practices. They are teachers by professions while the functioning of the faculty against the admn slots was a violation of the rules. Besides this, according to the documents, around 30 officials are serving on various big positions in the FDE while they were just teachers by profession throughout their previous service history. Tariq Masood, Tarhir Mustafa Khosa, Sadia Adnan, Saima Hussain and Ghulam Yasin Awan were the important officials of such a list. According to the list Masood is an Assistant Professor at Islamabad Boys College G-6/3, working in the FDE as a Director Model Colleges. Same is the case with Sadia and Saima who are currently serving at the posts of Area Education Officers while by profession they are teachers in IMSG F11/3 and IMSG E-8 respectively. The AEO is the administrative slot and as per law it should be selected through the Federal Public Service Commission after passing through the whole procedure of the Commission. Instead repatriation as per law, Sadia was promoted as Director. However, in result of a rift which emerged between the DG Shahnaz Raiz and Director Abdul Waheed, Awan has been repatriated in his original institute: IMSB, F-6/2. Under the recruitment rules the faculty should have been appointed only for teaching purposes wherein the posting or transfers against the administrative posts was a violation of the terms of conditions of their appointments. The available information suggests that beside the said rules, the posting/or transfers have been discouraged and declared void on the various forums including the Cabinet Standing Committee meetings, in Islamabad High courts and apex court verdicts. Furthermore, the document states that the functioning of teachers on the admin positions was a clear violation of the law as well non compliance of the Federal Government Audit (FGA) observations. According to the official notes seen by this scribe it is stated that in its Special Audit Report (SAR) 2015-16, the Director General FGA observed ample irregularities in the FDE. It was said in the SAR that the posting of teaching staff in the directorate is a void of the law. The SAR not only directed for repatriation of the teaching officials but also called for the fixation of responsibility on the authorities who did the violations.
