ISLAMABAD: The Educational Monitoring Body of the Federal Directorate of Education (FDE) has informed its overseer, the Capital Administration and Development Division about the illegal transfers and postings of teachers in the directorate. A letter written by Capital Administration and Development Division to the FDE obtained by Daily Times states that despite the CA&DD’s orders, the faculty and some non-teaching officials had been transferred to various big administration positions in the directorate. Authorities concerned in the FDE have been asked to explain the reasons for the “non-compliance” of the Capital Administration and Development Division orders. A director, in a written reply, informed the CA&DD that none of the teachers could be repatriated to their colleges/schools as per the directions of the CA&DD. He also informed about Ghulam Yasin Awan, who was serving as the Deputy Director in the Directorate, while originally he was just a teacher. Awan according to a letter, was repatriated to his IMCB Sector F-6 by the CA&DD. But he has been re-posted in the FDE Directorate. Under the recruitment rules the faculty should have been appointed only for teaching purposes whereas the posting or transfers against the administrative posts was a violation of the terms of conditions of their appointments. Furthermore, according to Section 2 of the Civil Service Act 1973, the faculty of the special service cadre, cannot be transferred to any other field job. The available information suggests that over dozen faculty members are working on the administration slots of the FDE. Tariq Masood, Tarhir Mustafa Khosa, Sadia Adnan, Saima Hussain and Ghulam Yasin Awan, were the top listed officials who were working on big administrative posts in the FDE, but they don’t have the necessary experience for serving in these posts. Instead of the repatriation of the faculty as per law, Sadia was promoted as Director from the post of Area Education Officer (AEO), while originally she is a teacher. Both practices – her promotions as Director and posting as the AEO – are illegal. The AEO is the administrative slot and as per law it should be selected through the Federal Public Service Commission after passing through the whole procedure of the Commission. The head of the department, Shahnaz Raiz, replied to the CA&DD very differently as compared to her subordinate director. It looks that she was unfamiliar with the director’s submitted reply. The portion in which she was asked to explain the total number of transfers and postings was left blank. When the CA&DD asked about the cancellation of the teachers’ repatriation orders issued by the CA&DD, Raiz added: “The services of FG employees may continue due to heavy official work or as desired”. She did not explain about the illegal transfers of the officers of BPS-17 and above. According to the Esta Code rules, the head of the department is not authorised to transfer the officials of Grade 17, or above. Instead of informing about the causes of the exercise, the DG said that the CA&DD itself did not comply with the rules and regulations. “The CA&DD itself violated the minster’s orders by posting one Gulzar in the college section,” she alleged in the letter she submitted to the CA&DD, a copy of which is available with Daily Times. Shahnaz, surprisingly added in the letter: ” The authority of posting/ transfers of all officials/officers (BPS-1 to BPS-20) working under the FDE Islamabad lies with the DG as he was the head of the department”.
