ISLAMABAD: The newly appointed Member Administration of the CDA has signalled that there is no chance to unseal the land record until the formulation of a transparent policy in this regard. He was on a surprise visit of the “One Window Operations Directorate” and the Directorates of Land and Estate Management. The Member Administration of the CDA, Salman Khan, while visiting different formations of the civic body showed his displeasure over the working environment and the functioning of the said directorates. He first visited the “One Window Operation Directorate” and assessed its functioning. He listened to the problems being faced by the general public at the spot, who were present in the directorate, for the resolution of their matters. The visitors complained that the process was too much complex, which forced the general public to take help from the ‘tout mafia’ while transferring their properties. They also informed the Member Administration that the officers of the Authority had a nexus with private parties and without giving bribes nobody could complete his work at the CDA. However, the Member Administration directed the concerned officers to put a proposal to revive the “One Window Directorate”. He said: “This is not a one window operation as the real purpose of a one window operation is to facilitate the masses but the situation is totally different here.” After completing his visit, he reached the Directorates of the Land and Estate Management, where he visited different sections thoroughly and evaluated the progress and performance by asking questions from the officers and the staff working in the said directorate. He was surprised to see that the precious record of properties worth of billions is placed in an improper manner, which could result a big loss in case of any accident i.e. fire eruption. He asked the director administration to provide him with the details of all rooms with photographs. After his visit, while responding to a general visitor, who complained about his inconvenience due to sealing of the land record, he announced that the Authority was working on the formulation of a policy in this regard and there was no chance of unsealing of the record for one more month. The land record was sealed on the orders of the Mayor of Islamabad, Shaikh Ansar Aziz, during his visit to the said directorate when he found several irregularities in the allotments of plots to the affected persons. Although, it was described as a surprise visit according to the officials, but the complete and in order attendance of the staff in their offices reflected that they were well aware of the visit. While talking to Daily Times, the Member Administration said: “I know that the organisation is going downwards continuously, but I am hopeful that the chairman will overcome all the problems as they have a political will and also have the mandate.” He further said: “We need some time to tackle and fix the things, which have become worse due to the prevailing inefficiency and malpractices in the Authority.” The Member Administration, Suleman Khan, was accompanied by the Director Staff of the Chairman Asif Shah Jahan, Director Administration, Syed Safder Shah and Director Security; whereas, the concerned officials also briefed the member regarding the functioning of their respective directorates. Mr. Suleman Khan, a Grade 19 officer of the Trade and Commerce Group, was appointed as Member Administration by Mayor Shaikh Ansar Aziz on a “look after charge” because the post is originally for a Grade 20 officer.
